Air Quality Criteria for Particulate Matter (Fourth External Review Draft) [revised Chapter 9, August 2004] - A revised Chapter 9 is now available for public review and comment and will be reviewed by CASAC via a publically accessible teleconference on September 20, 2004.

Supplement to proposed Clean Air Interstate Rule released
The Bush administration released a supplement to its proposed Clean Air Interstate Rule, providing additional implementation details, including model cap-and-trade programs for power plants that states may adopt to achieve required emissions reductions.

Trends Report: National ozone concentrations at lowest levels since 1980
Ozone is at its lowest level nationally since 1980, but the downward trend is slowing. One-hour levels have been reduced by 29% and 8-hour levels by 21%. Ozone levels are still decreasing nationwide, but the rate of decrease for 8-hour levels has slowed since 1990. EPA recently proposed rules to reduce the emission and transport of pollutants that result in ozone.

The Clean Air Act provides the legal authority for EPA's air pollution control programs. The Region 2 office administers this law in New York, New Jersey, Puerto Rico and the United States Virgin Islands. Region 2 staff work to improve the region's air quality and protect public health by:

  • Working with state and local governments to develop effective air pollution control programs,
  • Overseeing state and local transportation planning, including the development of motor vehicle inspection and maintenance programs,
  • Working with industry to ensure compliance with federal standards on air pollutant emissions,
  • Conducting inspections of federally regulated facilities to monitor air emissions,
  • Ensuring enforcement of federal laws standards for asbestos demolition and renovation,
  • Conducting comprehensive air quality studies in communities where there are suspected links between air pollution and health risks, and
  • Working with the Department of Justice on civil and criminal enforcement of air pollution laws.
