Making CommitmentsBecoming a sponsor of one or more HPV chemicals is a simple process. A sponsor company must send a letter to EPA announcing its commitment to participate in the HPV Challenge Program and its willingness to adhere to the Program's procedures. The letter must also specify: If any of these elements are missing, the commitment will not be considered complete, and the chemical will not qualify as a sponsored chemical. Chemicals which are sponsored by full commitments prior to the time that the proposed TSCA Section HPV Test Rule is published in the "Federal Register" will not appear in the proposed rule. Chemicals that appear in the proposed HPV Test Rule and for which EPA receives full commitments before before the final rule is published will not appear in the final HPV Test Rule. Suggested language for both complete commitments and for other possible responses can be found under "Sample Commitment Language". All company response letters will be scanned and posted to this website. Remember, voluntary participation in the HPV Challenge Program offers advantages that wouldn't be available under a test rule, including the ability to propose chemical categories, to arrange more flexible schedules for conducting any necessary testing, and to avoid TSCA section 12(b) export notification requirements. Join now! MAKING SUBMISSIONS TO THE HPV CHALLENGE PROGRAM Electronic submissions to the Agency may be sent via email . Alternatively, they may be submitted on 1.44 MB, high density, double-sided floppy disks mailed to: Administrator US Environmental Protection Agency P.O. Box 1473 Merrifield, VA 22116 Attention: Chemical Right-to-Know Program Please indicate in the email message or cover letter accompanying the submission that the information is being submitted for the HPV Challenge Program, AR-201, and identify the program or format in which the files have been saved (for example, EPA HPV Database format; IUCLID; a named word processing format; .PDF; or some other program). Companies and consortia submitting data should also reference the unique seven-digit registration number which they were assigned when the Agency verified the information presented in their original commitment letters. Companies and consortia which need to reconfirm their registration numbers should call 202-260-6199. If electronic versions are unavailable, hard copies of materials can be mailed to the Post Office box identified above. For TSCA Confidential Business Information (CBI): Enclose the material in a double envelope; the inside envelope should be marked "TSCA CBI, to be opened by addressee only." The outside envelope should have no such distinguishing markings besides this address: US EPA Document Control Officer (7407M) 1200 Pennsylvania Ave., NW Washington, DC 20460 Attn: HPV Challenge Program. If delivery is in person, by courier, or overnight/express mail, use this address on the outside envelope: Document Control Office (DCO), EPA East Building, Room 6428, 1201 Constitution Ave., NW, Washington, DC. The second copy should be sanitized to remove the CBI information and included in the same envelope with the CBI version that is sent to the Document Control Office.
