This document contains advice and recommendations on how to develop a Quality Assurance Project Plan for projects involving the model development or application using data acquired from other sources. It is one of the U.S. EPA Quality System Series documents that describe the EPA policies and procedures for planning, implementing, and assessing the effectiveness of the Quality System.

Developed in response to guidelines issued by the Office of Management and Budget, the Guidelines for Ensuring and Maximizing the Quality, Objectivity, Utility, and Integrity of Information Disseminated by the Environmental Protection Agency contain EPA’s policy and procedural guidance for ensuring and maximizing the quality of information we disseminate. The Guidelines also outline administrative mechanisms for EPA pre-dissemination review of information products and describe some new mechanisms to enable affected persons to seek and obtain corrections from EPA regarding disseminated information that they believe does not comply with EPA or OMB guidelines.
