Telework Centers
GSA established a network of interagency telework centers in communities surrounding the Washington DC Metropolitan area. Use the Telework center location listing for obtaining contact details. If you are a new user, or a current user revising your status, please submit a Fiscal Year 2005 Telework Facility Reimbursement Sheet (TFRS) using the instructions found on the second page. Telework Center Basics Important Information To Understand AUTHORITY Legal authority for the telework centers is provided in Public Law 103-123; (107 tat. 1226) wherein funding was provided for the acquisition, lease, construction, and equipping of Flexiplace telecommuting centers in the Washington DC area. Using the telecenters does not conflict with any other agency's authority or responsibility. PERSONNEL Each agency is responsible for selecting which of its employees will telecommute. Supervision of telecommuting employees remains the responsibility of the agency. In cooperation with GSA and the program sponsors, each agency and its employees also agree to participate in training and surveys that are a vital part of the program. Training (orientation) for the telecommuters and their supervisors may be conducted prior to occupancy, and surveys and informal interviews will be conducted during the period of the pilot program. Agency also agrees to have supervisors and co-workers participate in training/orientation related to the telecenter use as appropriate. EQUIPMENT All equipment, software or other items provided by the Telework Center site will remain the property of GSA (subject to agreements GSA or the Center may have with specific providers), and may not be moved, removed or altered in any way without written permission from the Telework Center Director and GSA. Each agency and its employees (teleworkers) may provide their own computer equipment, licensed software and other office items as needed. These items may be installed, maintained, used and removed by the telecommuter. All equipment must be maintained in a safe condition. No support for these items is implied or offered by this IA. TIME/SECURITY Normal business hours will be 8:00 a.m. to 5:00 p.m. To the extent possible, the Telework Center Director, or another site employee, will be on-site during normal business hours. Access to the Telework Center will be available 24-hours a day seven days a week. Access from 5:00 p.m. to 8:00 a.m. will be by key. Time and attendance verification and other personnel management activities remain the responsibility of the agency. Each center will provide a system to ensure a level of security which reasonably deters unauthorized entry to the space and deters loitering or disruptive acts in and around the space for the protection of site and agency's teleworking employees. CHANGES TO OR TERMINATION OF THE TFRS The terms of user TFRS or conditions of use may be changed by mutual agreement between GSA and the agency. Termination of this TFRS effective 30 days after written notice. TELECOMMUNICATION BILLING The user agency is responsible for long distance charges incurred by the user agency's employee. The Telephone Credit Card approach requires that each federal agency participant possess an authorization code assigned by his/her agency. The code will be issued either by Sprint or AT&T depending upon which FTS 2000 network that particular agency is assigned. The participant will use the authorization code to make long distance calls and those calls will be billed back to respective federal agency directly from AT&T or Sprint, with no additional long distance charges by the Telework Center.
