    Monitoring Objectives

The first element of the Board's Strategy corresponds to the first and second "cog" of the NWQMC's Monitoring Framework: "Develop monitoring objectives" and "Design monitoring program".


Monitoring objectives must first be defined and documented with clear, precise information prior to initiation of a water quality monitoring program. Especially important in this step is the information purpose ("Why are these data being collected?").

Monitoring design is the careful establishment and documentation of the location of sampling sites, the frequency of sampling, the measurements to be made, and a plan to implement the design. The design must also include contingencies for unexpected events that can occur in the field and, if encountered, may derail the best laid plans of monitoring professionals.
