The Director is responsible for a wide array of contracting
and related issues in support of the Agency's procurement
and contracting activities. The Division is comprised of three
Service Centers which are each independently responsible for
specific issues. They are:
Policy and Oversight Service Center
(POSC)
This Service Center's responsibilities include: issuing and
interpreting Federal and Agency acquisition policy regulations;
maintaining the contractor past performance system; handling
conflict of interest (COI) policy issues and performing contractor
COI reviews; responding to Freedom of Information Act requests;
providing a depository for bid and proposal receipts; coordinating
on Suspensions and Debarments; and coordinating Federal Managers
Financial Integrity Act (FMFIA) reporting and guidance for
the Office of Acquisition Management.
Acquisition
Training & Purchase Card Service Center (AT&PCSC;)
This Service Center's responsibilities include: providing
acquisition and contract management training; administering
the Agency's Government Purchase Card Program; policy and
guidance for the Agency's Procurement Professional Program;
Contracting Officer Warrant Program; certification of Contracting
Officer Representatives; serving
as Agency liaison with the Federal Acquisition Institute;
planning the Agency's budget for 1102 training; and coordinating
the annual Acquisition Training Conference and other procurement
training sessions.
Financial Analysis & Rate Negotiation Service Center
(FARNSC)
This Service Center's responsibilities include: reviewing
and approving indirect cost rates for contractors and State
agencies; administering Agency cost accounting standards matters;
performing and determining the adequacy of contractors' purchasing
systems; reviewing contractor financial information; performing
contract property administration functions; managing contract
property information; performing contract financial monitoring
reviews; managing OAM's contract audit resolution program;
and coordinating audit issues, and planning for necessary
services with DCAA and EPA's OIG.
