MCHB administers a program of discretionary grants for Special Projects of Regional and National Significance (SPRANS) and a program devoted to Supporting Community Integrated Service Systems (CISS)--projects that seek to reduce infant mortality and improve the health of children and families through the development of public-private partnerships.
