Radiological Emergency Preparedness Program

On December 7, 1979, following the March 1979 Three Mile Island nuclear power plant accident in Pennsylvania, President Carter transferred the Federal lead role in offsite radiological emergency planning and preparedness activities from the U.S. Nuclear Regulatory Commission (NRC) to FEMA . FEMA established the Radiological Emergency Preparedness (REP) Program to (1) ensure that the public health and safety of citizens living around commercial nuclear power plants would be adequately protected in the event of a nuclear power station accident and (2) inform and educate the public about radiological emergency preparedness. FEMA's REP Program responsibilities encompass only "offsite" activities, that is State and local government emergency preparedness activities that take place beyond the nuclear power plant boundaries. Onsite activities continue to be the responsibility of the NRC.

The Federal Emergency Management Agency (FEMA) has opened a 60-day comment period for a review of FEMA's radiological emergency preparedness (REP) exercise evaluation criteria and methodology. FEMA must receive comments on or before November 3, 2003. You may submit your comments to the Rules Docket Clerk, Office of the General Counsel, Federal Emergency Management Agency, Room 840, 500 C Street, SW., Washington, DC 20472, or send them by e-mail to rules@fema.gov. Please refer to "REP: Review of Exercise Evaluation Criteria and Methodology" in the subject line of your e-mail or comment letter.

The Federal Emergency Management Agency (FEMA) has opened a 30-day public comment period on REP Program Strategic Review Implementation Product Recommended Initiative 1.13, Develop a REP Program Planning Guidance. Comments from the public on Recommended Initiative 1.13 are encouraged and invited on or before October 7, 2002, and may be emailed to oc.payne@dhs.gov or mailed to Mr. Payne at the Federal Emergency Managment Agency, Office of National Preparedness, Room 200, 500 C Street, S.W., Washington, DC 20472.

REP Planning Guidance Document: EXTENDED COMMENT PERIOD
The Federal Emergency Management Agency (FEMA) is reopening the comment period for the draft planning guidance for developing radiological emergency response plans in support of the licensing of commercial nuclear power plants. A Radiological Emergency Preparedness (REP) plan is part of an organization's Emergency Operations Plan (EOP) and may be documented as a hazard-specific appendix to the EOP as recommended in FEMA's State and Local Guide for All-hazard Emergency Operations Planning. REP plans are generally prepared by a state, county, Tribal or local jurisdiction. Written comments must be received by April 29, 2003.
