The EPA-USDA Tolerance Reassessment Advisory Committee (TRAC) concluded its last meeting on October 20-21, 1999.  As a follow-on to TRAC, EPA and USDA established a new advisory committee (Committee to Advise on Reassessment and Transition (CARAT)) to provide advice on strategic approaches for pest management planning, transition, and tolerance reassessment for pesticides as required by the Food Quality Protection Act (FQPA). This committee will build on the work of the Tolerance Reassessment Advisory Committee (TRAC) and be guided by the principles set forth by Vice President Gore for EPA and USDA to work together to ensure smooth implementation of FQPA through use of sound science, consultation with stakeholders, increased transparency, and reasonable transition for agriculture.  A website for CARAT can be found at www.epa.gov/pesticides/carat .

Background


The EPA-USDA Tolerance Reassessment Advisory Committee (TRAC) was established on April 30, 1998, as a subcommittee under the auspices of EPA's National Advisory Council for Environmental Policy and Technology (NACEPT). TRAC provided a forum for a diverse group of individuals representing a broad range of interests and backgrounds from across the country to consult with and make recommendations to the Administrator of EPA and the Secretary of Agriculture on matters relating to an approach for reassessing tolerances, including those for organophosphate pesticides, as required by the Food Quality Protection Act.

The Committee held seven public meetings:  May 28-29, June 22-23, July 13-14, July 28-29, September 15-16, 1998, April 27-28, 1999 and October 20-21, 1999. TRAC also held several workgroup meetings and status briefings.  TRAC was composed of approximately 48 members approved by the Deputy Administrator of  EPA and the Deputy Secretary of the U.S. Department of Agriculture. Members were selected based on their relevant experience and diversity of perspectives on organophosphate pesticide/food safety issues from the following sectors: environmental and public interest groups; pesticide industry and trade associations; user, grower and commodity organizations; pediatric and public health organizations; Federal agencies, tribal, state, and local governments; academia; and, consumer groups. The Deputy Administrator of EPA and the Deputy Secretary of Agriculture served as Co-Chairs.

All Committee meetings were called, announced, and held in accordance with the Federal Advisory Committee Act (FACA) and NACEPT, which requires open meetings, and an opportunity for interested persons to file comments before or after meetings, or to make statements during the public meetings to the extent time permits.
