Notice:
FY 2005 DOE SBIR/STTR PROGRAM SOLICITATION ANNOUNCEMENT

The Department of Energy plans to issue its FY 2005 Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Combined Program Solicitation on September 28, 2004.  The solicitation will offer opportunities for manufacturing-related projects in accordance with President Bush's Executive Order 13329, "Encouraging Innovation in Manufacturing."

Applications will be accepted ONLY in electronic format by the deadline of December 13, 2004.

In order to apply, you MUST have a Dunn and Bradstreet Universal Number (DUNS).  A DUNS number is free by calling 1-866-705-5711.

Information on how to apply for a Phase I grant will be available on this site beginning September 28, 2004.

Notice:
On February 26, 2004 , Executive Order 13329, "Encouraging Innovation in Manufacturing," was signed by President George W. Bush requiring SBIR/STTR participating agencies, to the extent permitted by law and in a manner consistent with the mission of that department or agency, to give high priority within the SBIR and STTR programs to manufacturing-related research and development (R&D). “Manufacturing-related” is defined as “relating to manufacturing processes, equipment and systems; or manufacturing workforce skills and protection.”  Related information is also available in the Department of Commerce report “Manufacturing in America:  A Comprehensive Strategy to Address the Challenges  to U.S. Manufacturers".

General Program Info

The Small Business Innovation Research (SBIR) program was created by the Small Business Innovation Development Act of 1982 (P.L. 97-219), reauthorized until September 30, 2000 by the Small Business Research and Development Enhancement Act (P.L. 102-564), and reauthorized again until September 30, 2008 by the Small Business Reauthorization Act of 2000 (P.L. 106-554).  Learn more about the DOE SBIR program and the funding available for research grants.

The STTR program was created by Title II of the Small Business Research and Development Enhancement Act of 1992 (P.L. 102-564), reauthorized until the year 2001 by the Small Business Reauthorization Act of 1997 (P.L. 105-135), and reauthorized again until September 30, 2009, by the Small Business Technology Transfer Program Reauthorization Act of 2001 (P.L. 107-50).  Learn more about the DOE STTR program and the funding available for research grants.
