Congressman Blackburn argues for full federal funding to compensate States when they arrest illegal aliens. According to the Tennessean, Tennessee prisons would 'a combined $600,000 a year if the SCAAP program is eliminated. Under the 287(g) program, over the last two years Davidson County has held 5,300 criminal aliens until ICE can deport them. This cut would cost the county the $274,000 it recieved last year to offset the cost of holding criminal aliens.
