30 Years Later: Remembering the Victims of Pan Am Flight 103

December 21, 2018 marks the 30th anniversary of the bombing of Pan Am Flight 103, a tragedy that killed 259 passengers and crew and 11 residents of Lockerbie, Scotland.

On board the aircraft were citizens of 21 countries, including 189 Americans. The bombing, believed to be carried out by Libyan intelligence officers, was the largest terrorist attack in American history until 9/11.

After an investigation by the FBI and Scottish authorities, it would be over a decade from the time of the attack until two Libyan residents were put on trial. At the time of the trial, OVC created an assistance plan for the families of victims that included video coverage of the trial so that families could watch the proceedings.

The victim assistance plan crafted by then-OVC Director Kathryn Turman and her team would greatly inform the U.S. government's future policy toward victims of terrorism and other federal crimes.

"So much of what we ended up doing for 9/11 families and others has come from lessons learned from the Pan Am 103 families," Turman is quoted as saying in an article on FBI.gov.

On the 30th anniversary of this tragedy, OVC honors the memory of the 270 victims of Pan Am Flight 103, along with their families and loved ones.

Funding Opportunity: FY 2019 Coordinated Tribal Assistance Solicitation

Funding OpportunityThe U.S. Department of Justice is seeking applicants for its Fiscal Year 2019 Coordinated Tribal Assistance Solicitation (CTAS).

CTAS provides funding to federally recognized tribes, tribal consortia, and tribal designees to develop a comprehensive and coordinated approach to public safety and victimization.

CTAS applicants have the flexibility to submit a single application and select from any or all of the 10 purpose areas, including two administered by OVC:

  • The Children's Justice Act Partnerships for Indian Communities Program (Purpose Area #6) provides funding, technical assistance, and training to help American Indian and Alaska Native communities develop, establish, and operate programs designed to improve the investigation, prosecution, and handling of cases of criminal child abuse and neglect, and particularly child sexual abuse cases, in a manner which lessens trauma for child victims.
  • The Tribal Victim Services Program (Purpose Area #7) provides funding to support a coordinated, collaborative, multidisciplinary, victim-centered response to crime that emphasizes adopting a trauma-informed approach to the delivery of crime victim services. Funding supports a range of activities including needs assessments, strategic planning, program development and implementation, program expansion, and other activities to address the victim service needs of tribes.

Highlights from the OVC-Sponsored Summit on Justice for Rural Victims of Elder Abuse

Elder Abuse Fraud imageOVC recently sponsored the Rural and Tribal Elder Summit in Des Moines, Iowa, to discuss strategies for how to protect senior citizens living in rural communities, which is a growing and complex public safety issue.

Many rural and tribal areas have small police departments or sheriff's offices that cover large areas with few staff and limited resources, making it difficult for law enforcement to conduct complicated fraud investigations. About 20 percent of senior citizens live in rural communities and the geographic isolation can create a greater vulnerability to abuse, neglect, and exploitation.

"OVC is committed to helping the victims of elder abuse across our country," said OVC Director Darlene Hutchinson. "We constantly strive to do all we can to see that our senior citizens live with peace of mind, a sense of security and the support of those they love."

More Than $16.7 Million Awarded to Support Victims of Las Vegas Shooting

"This Department of Justice stands with our first responders and victims of crime," Acting Attorney General Matthew Whitaker said as he announced that OVC has awarded more than $16.7 million in Antiterrorism and Emergency Assistance Program (AEAP) funding to aid survivors of the October 1, 2017, mass shooting in Las Vegas, Nevada at the Route 91 Harvest festival.

More than 600 were physically injured and 58 were killed when a man opened fire on concert-goers. The funding will help cover the costs of counseling, therapy, rehabilitation, trauma recovery, and legal aid for those affected.

"While we cannot undo the harm that has been done, this Department of Justice is doing what we can to help Las Vegas heal," he added.

Use New Step-by-Step Guide to Navigate the Vicarious Trauma Toolkit

Vicarious trauma is an occupational challenge for people working and volunteering to help victims of crime, due to their continuous exposure to victims of trauma and violence.

In 2017, OVC launched The Vicarious Trauma Toolkit (VTT) to help organizations strengthen their ability to address work-related exposure to trauma.

Informed by research and lessons learned, OVC is pleased to announce the release of the VTT Blueprint for a Vicarious Trauma-Informed Organization. Created by and for the field, this step-by-step guide provides additional tools and technical assistance to help organizations begin the process of becoming more trauma-informed.

Access the new VTT component, Blueprint for a Vicarious Trauma-Informed Organization, to get started. The blueprint includes four steps to help guide you:

  1. Lay the foundation for success. Obtain buy-in from organizational leadership and designate staff to lead the effort.
  2. Assess current organizational capacity for addressing vicarious trauma. Conduct an organizational assessment using sample scoresheets. This step also features a sample report to help communicate your findings.
  3. Determine priorities and develop an action plan. Learn how to identify priorities, communicate the action plan with staff, and monitor progress.
  4. Explore the VTT for resources to implement your action plan. Use the priorities and tasks in your action plan to help address the needs of your staff.

OVC invites tribal leaders and representatives to participate in a Tribal Listening Session on Potential Future Tribal Set-Aside Funding regarding how potential future tribal set-aside funding from the Crime Victims Fund should be administered.

The session will be held on December 4, 2018, from 1:30–5:30 p.m. on the reservation of the Agua Caliente Band of Cahuilla Indians, California and in conjunction with the 16th National Indian Nations Conference: Justice for Victims of Crime (December 5–7, 2018).

OVC Supports Expansion of Tribal Access Program for National Crime Information

The U.S. Departments of Justice and Interior announced the expansion of the Tribal Access Program for National Crime Information (TAP) to 25 new tribes by the end of 2019.

Through TAP, tribal law enforcement agencies are better able to protect victims of domestic violence, register sex offenders, keep guns out of dangerous hands, and help locate missing people.

TAP helps tribal law enforcement to access critical data through the FBI’s Criminal Justice Information Systems network and other national crime information systems.

The dramatic expansion of the program will increase the number of TAP participating tribes by more than 50 percent — from 47 tribes to 72.

TAP is a program funded by the U.S. Department of the Interior; the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking; the Office of Community Oriented Policing Services; and OVC.

OVC Awards More Than $60 Million To Support Victims of Human Trafficking

The Office of Justice Programs recently announced awards of more than $67 million to combat human trafficking. OVC administers more than $60 million of these awards to support programs that assist victims of human trafficking.

These OVC-funded projects seek to—

  • enhance the quality and quantity of comprehensive and specialized services available to human trafficking victims,
  • develop and implement effective task forces to identify and assist victims,
  • provide training and technical assistance to providers and allied professionals, and
  • promote innovative ways to provide trauma-informed services to survivors.

OVC has long supported victims of human trafficking, and OVC-supported programs impact survivors across the country. In a one-year period from mid-2016 to mid-2017, OVC’s human trafficking grantees served more than 8,000 clients and trained tens of thousands of service providers, investigators, and judicial personnel.

Funding Opportunity: 2019 National Crime Victims' Rights Week Community Awareness Projects

The National Association of VOCA Assistance Administrators, under a cooperative agreement with OVC, is seeking proposals for projects to raise public awareness of victims' rights and services in communities during National Crime Victims' Rights Week (NCVRW), April 7–13, 2019.

Approximately 80 communities will receive awards up to $6,000 each in reimbursement for approved activities, including public events; mass media advertising; and production, publication, and distribution of printed materials.

Public agencies, non-profits, faith-based organizations, and any organization advocating for the rights of crime victims are encouraged to apply.

Register for the OVC-Sponsored Rural and Tribal Elder Justice Summit

On World Elder Abuse Awareness Day 2018, the U.S. Departments of Justice and Agriculture announced a joint Statement of Action to promote elder justice in rural and tribal communities. Although more than 20 percent of older adults live in rural America, rural and tribal communities face unique challenges in their efforts to combat elder abuse, neglect, and financial exploitation.

Elder Justice Initiative Rural and Tribal Elder Justice SummitTo advance this priority, the Department of Justice is hosting a Rural and Tribal Elder Justice Summit on November 14–15, 2018, in Des Moines, Iowa.

This OVC-sponsored Summit will bring together a diverse group of experts and elder justice professionals to–

  1. identify the challenges rural and tribal communities face in responding to elder abuse;
  2. identify promising practices, resources, and tools available to rural and tribal communities; and
  3. explore what more can be done to break down silos and foster greater collaboration at the tribal, local, state, and federal levels.

Center for Victim Research Launches Website to Help Improve Victim Services

With funding support from OVC, the Center for Victim Research (CVR) has launched a new website.

A tool for victim service providers and researchers to connect and share knowledge, CVR supports the field in two ways. It facilitates access to victim research and data while improving the utility of research and data collection to crime victim services nationwide.

OVC’s Vision 21: Transforming Victim Services Final Report recognized the need to support research to build a body of evidence-based knowledge. CVR is one initiative that seeks to address this gap.

Justice Department Announces $3.4 Billion in Grants to Aid Crime Victims

The U.S. Department of Justice recently announced that a record amount of funding from the Crime Victims Fund will support thousands of local victim assistance programs across the country and help compensate victims in every state.

The awards, administered by OVC, total more than $3.4 billion, surpassing every other single-year grant amount in the program's 34-year history.

Most of the funds — more than $3.3 billion — are being awarded to states under the Victims of Crime Act (VOCA) Victim Assistance Formula Grant Program and will support local government and community-based victim services. State victim compensation programs are receiving nearly $129 million to reimburse victims and survivors for medical fees, lost income, funeral expenses, and other costs incurred as a result of a crime.

"Americans suffer from millions of violent acts every year, and only a fraction of victims get the help they so desperately need and deserve," said OVC Director Darlene Hutchinson. "This historically large funding will vastly expand the network of services available, allowing state and local officials to determine where resources are needed so that survivors in every corner of our country have a place they can turn to for support."

The Indian Nations conference brings together a wide range of providers, stakeholders, and victims to share their knowledge and develop programs to serve the unique needs of victims in Indian Country.

Learn About the FY 2018 Crime Victims Fund Tribal Set-Aside

The Commerce, Justice, Science, and Related Agencies Appropriations Act, 2018, (P.L. 115-141) for the U.S. Department of Justice created a 3 percent set-aside in the Crime Victims Fund (CVF) receipts allocated to OVC. OVC is responsible for administering grant award programs that are supported by the CVF, including the FY 2018 tribal set-aside.

Victim Impact: Listen and Learn Video Series Now Available Online

Victim Impact: Listen and LearnOnce only available as a DVD, OVC’s Victim Impact: Listen and Learn is now available to view on our YouTube channel. You may also download the videos as well.

This video series features the first-person accounts of 14 men and women who share their experiences as crime victims and the ripple effect that victimization can have on family members and the community at large.

Victim Impact: Listen and Learn is intended to help offenders to become more aware of the impact that crime has on victims and to take responsibility for their actions and begin to make amends.

It is also an effective training resource for victim service providers seeking to improve their understanding of the physical, emotional, financial, and psychological effects of crime.

A companion online only training curriculum is also available and includes a two part facilitator manual and a participant workbook.

Resources are Available to Help Ensure Services to Older Americans

During Older Americans Month, OVC encourages agencies to renew their commitment to serving older Americans.

The U.S. Department of Justice Elder Justice Initiative provides resources to combat elder abuse and financial exploitation and encourages victims to report abuse.

Through the OVC Training and Technical Assistance Center, we have created a series of webinars in partnership with the Elder Justice Initiative. Watch the Elder Justice Initiative recorded webinars which provide critical information for prosecutors, victim specialists, law enforcement, and others working on elder abuse cases.

OVC Video Discusses How Law Enforcement Enhances Services to Victims of Crime

National Police Week will be observed this year, the week of May 13–19, 2018. As OVC commemorates this annual event recognizing the contributions and sacrifice of law enforcement, OVC announces the release of a new video, OVC Partnerships With Law Enforcement.

Law enforcement personnel are often the first contact that victims of crime have. It is therefore critical that law enforcement—

  • understand the needs of crime victims,
  • have the skills to provide a trauma-informed response, and
  • have resources to help address work-related exposure to trauma.

This 6-minute video discusses OVC-sponsored programs and resources to enhance the delivery of services to victims of crime by law enforcement agencies.

National Crime Victims' Rights WeekThe complete 2018 National Crime Victims' Rights Week (NCVRW) Resource Guide is now available online. This year, NCVRW will be commemorated April 8–14.

Recent data show that fewer than half of victims report violent crimes. This year's NCVRW theme—Expand the Circle: Reach All Victims—emphasizes the importance of inclusion in victim services. To reach all victims, we must–

  • build relationships by reaching out, listening, and delivering culturally competent services;
  • engage our community across professional, cultural, economic, and other divides; and
  • remove barriers to reporting, safety, and accessing services.

Join OVC and communities across the country in raising awareness about crime victims' rights and the services available to victims of crime.

Funding Opportunity: FY 2018 Tribal Victim Services Set-Aside Program

OVC Funding Opportunity - Apply NowThis year, for the first time, the 2018 Commerce, Justice, Science, and Related Agencies Appropriations Act provides for 3 percent of funds from the Crime Victims Fund to be used to support a broadly applicable tribal set-aside program for Indian tribes to improve services to crime victims.

OVC is seeking applications for the FY 2018 Tribal Victim Services Set-Aside Program solicitation. Under the solicitation, OVC will award eligible tribes, tribal consortia, and tribal designees grants to support a wide-range of services for victims of crime.

In developing the scope of activities allowable with this funding, OVC took into account input from tribal leaders and other stakeholders regarding needs for victim services in tribal communities.

OVC anticipates making up to $110 million available through this solicitation to support tribes to improve victim services.

This solicitation has a streamlined, two-phase application process for this unique program.

Funding Opportunity: FY 2018 Vicarious Trauma Response Initiative: National Scope Training and Technical Assistance

OVC Funding Opportunity - Apply NowOVC is seeking applications for the FY 2018 Vicarious Trauma Response Initiative: National Scope Training and Technical Assistance solicitation.

The successful applicant will create an accessible, tailored, and integrated technical assistance approach to address vicarious trauma. This project has two stages as outlined below.

Stage 1: Develop a program strategy and plan to directly support up to 15 project sites across the country to develop customized approaches to addressing vicarious trauma response plans that are uniquely tailored to each project site’s victim response efforts/teams.

Stage 2: Establish and carry out a national-scope training and technical assistance (TTA) initiative to build upon existing evidence-based resources and expertise, and weave these resources together with in-depth and tailored technical assistance, based on the unique needs and resources in various community sites. Further, the TTA provider will develop and deliver free and accessible support and technical assistance that results in a robust, established, and sustained response to vicarious trauma.

OVC expects to make one award of up to $600,000 for a 24-month period of performance, to begin on January 1, 2019, and end on December 31, 2020.

FY 2018 Improving Outcomes for Child and Youth Victims of Human Trafficking

OVC Funding Opportunity - Apply NowOVC is seeking applications for the FY 2018 Improving Outcomes for Child and Youth Victims of Human Trafficking solicitation.

This solicitation has two categories, each with its own specific goals, activities, and objectives.

Category 1: Statewide or Tribal Jurisdictionwide Response
The first category seeks applications for up to three state or tribal jurisdictions to identify the state or tribe’s greatest barriers to identifying and assisting child and youth victims of sex and labor trafficking and/or to investigating and prosecuting these cases, and to develop a statewide or tribal jurisdictionwide strategy to address these challenges.

Category 2: Children and Youth Technical Assistance Program
The applicant funded under Category 2 will provide training and technical assistance and resources to support OVC and all OVC grantees funded under the Improving Outcomes for Child and Youth Victims of Human Trafficking program (Both those newly funded in FY 2018 under category 1 and the 6 previously funded grantees).

OVC expects to make up to three awards under Category 1 of up to $1.5 million with an estimated total amount awarded of up to $4.5 million. Under Category 2, OVC expects to make one award for up to $600,000. OVC expects to make the awards for a 3-year period of performance, to begin on October 1, 2018.

OVC invites tribal leaders and representatives to discuss the administration of the Fiscal Year 2018 tribal set-aside to enhance services for tribal victim services.

The Commerce, Justice, Science, and Related Agencies Appropriations Act, 2018, (P.L. 115-141) for the U.S. Department of Justice created a 3 percent set-aside in the Crime Victims Fund (CVF) receipts allocated to OVC. OVC is responsible for administering grant award programs that are supported by the CVF, including the FY 2018 tribal set-aside.

Purpose Area 3: Capacity Building
Purpose Area 3 is designed to strengthen the capacity of victim service providers who have experience serving victims of human trafficking and/or related populations (e.g., victims of domestic violence, victims of sexual assault, and/or runaway and homeless youth, etc.) but who currently have a limited capacity to implement the comprehensive services model due to limited staff and/or partnerships to fully meet the needs of human trafficking victims.

OVC conducted an optional, pre-application webinar on May 24, 2018. During the webinar, OVC staff reviewed the solicitation requirements and conducted a question and answer session with interested potential applicants. A recording of this webinar is now available.

Funding Opportunity: FY 2018 2019 National Crime Victims' Rights Week Community Awareness Projects

OVC Funding Opportunity - Apply NowEvery April since the first National Crime Victims' Rights Week (NCVRW) was observed in 1981, OVC has supported local communities throughout the nation in their NCVRW observances. Victim service providers conduct rallies, candlelight vigils, and a host of other events during this week to promote awareness of victims' rights and needs.

The successful applicant for the FY 2018 2019 National Crime Victims' Rights Week Community Awareness Projects solicitation will provide financial and technical assistance to approximately 90 communities nationwide to conduct public education and awareness activities on crime victims' rights and services in their jurisdictions during the 2019 NCVRW observance.

OVC expects to make one award of up to $600,000, for a 12-month period of performance, to begin on October 1, 2018.

OVC Funding Opportunity - Apply NowOVC is seeking applicants for the FY 2018 2019 National Crime Victims' Rights Week Resource Guide cooperative agreement.

The successful applicant will support the development of a comprehensive Resource Guide for use by the victim services field when planning for local National Crime Victims' Rights Week (NCVRW) events across the nation in April 2019, and throughout the year. Furthermore, the successful applicant will develop and produce a complementary theme video to use in 2019 and begin preparations for the 2020 NCVRW theme narrative.

OVC anticipates making one award of up to $400,000. OVC expects to make the award for an 18-month period of performance, to begin on October 1, 2018.

Funding Opportunity: FY 2018 American Indian/Alaska Native Training and Technical Assistance Program

OVC Funding Opportunity - Apply NowThrough the FY 2018 American Indian/Alaska Native (AI/AN) Training and Technical Assistance Program solicitation, OVC seeks to provide resources and coordination to increase AI/AN tribal communities' ability to provide comprehensive and culturally appropriate services to crime victims, their families, and the community.

OVC anticipates making up to two awards of up to $1.5 million each for an estimated total of $3 million for a 3-year project period. Successful applicants will assist OVC in supporting the TTA needs of AI/AN communities that receive grant funds from OVC.

Each year, OVC recognizes individuals, programs, teams, and organizations that demonstrate outstanding service in supporting victims and victim services. The award recipients are selected from public nominations in 11 categories for their vision, action, and leadership in improving the lives of victims in the aftermath of crime. The honorees are recognized at the National Crime Victims' Service Awards Ceremony, which will be held April 13 at 2:00 p.m. e.t.

Creating a Vicarious Trauma-Informed Organization: Strategies for Success Webinar

Vicarious Trauma Toolkit (VTT)As part of OVC's commemoration of National Crime Victims' Rights Week (NCVRW), OVC will host a webinar on April 11, from 2:00–3:30 p.m. e.t., that focuses on evidence-based strategies for your organization to address vicarious trauma.

Due to their continuous exposure to victims of trauma and violence, vicarious trauma is an occupational challenge for people working and volunteering in the fields of victim services, law enforcement, emergency medical services, fire services, and other allied professions.

This webinar will provide a starting point for an organizational response to vicarious trauma by highlighting the compelling need for it.

National Crime Victims' Rights WeekReleased in April 2017, OVC's Vicarious Trauma Toolkit (VTT) is an evidence-informed resource for organizations that work with people who have experienced trauma. This training will show how organizations can use VTT to become trauma informed and support an organization's plan to address trauma.

Resources for National Slavery and Human Trafficking Prevention Month

Human trafficking is a tragic human rights issue and horrendous crime that impacts communities throughout our Nation. Funding Opportunity: FY 2018 Coordinated Tribal Assistance Solicitation

The U.S. Department of Justice is seeking applicants for its OVC Funding OpportunityFiscal Year 2018 Coordinated Tribal Assistance Solicitation (CTAS). CTAS provides comprehensive funding to American Indian and Alaska Native tribal governments and tribal consortia to support public safety, victim services, and crime prevention.

CTAS applicants have the flexibility to submit a single application and select from any or all of the nine purpose areas, including two administered by OVC:

  • Comprehensive Tribal Victim Assistance Program (CTVA): CTVA supports tribal program response to victims of crime, their families, and communities and provides funding to support trauma-informed, culturally competent holistic victim services.
  • Children's Justice Act Partnerships for Indian Communities Program (CJA): CJA supports the investigation and prosecution of child abuse, especially child sexual abuse and comprehensive and coordinated multidisciplinary responses to child abuse victims and their families in ways that are trauma-informed and culturally competent.
