Dear Friend,

As we conclude 2018 and prepare to enter a new session of Congress, I’m thankful to represent San Diego, Coronado, and Poway.

This year was filled with both challenges and accomplishments for the U.S. and San Diego, but our region’s people, innovation, and spirit continue to drive our mission even as national headlines distract from the truth and seek to divide us.

Serving San Diegans

Team Peters has been hard at work in San Diego and in Washington. Here’s a look at what we’ve done to serve you and deliver results for San Diegans:

2018 Savings

We returned $485,333 to San Diegans, who had trouble retrieving backlogged funds from the IRS, Social Security, the VA, and more.

San Diegans Helped

In all, our office helped 579 San Diegans navigate federal agencies, get answers, and find a solution. If you can't get an answer from a federal agency in a timely fashion, or if you feel you have been treated unfairly, you can contact my office for help.

While we cannot guarantee you a favorable outcome, we will do our best to help you get a fair and timely response.

Hearing from You

Letters, Calls, Emails

We answered 52,381 of your calls, letters, and emails about issues important to you. Every letter, email, and call is read and answered because I want you to feel your voice is heard and to know where I stand. Your input is always welcome.

Community Meetings

We attended 381 community meetings and events to update you on our work in Congress and to hear directly from each part of the district. We also presented 1,170 certificates to San Diegans making a difference in their communities.

Taking San Diego's Solutions to Washington

White House

We arranged 1,001 tours for San Diegans visiting D.C. and I hope you’ll let us know if you’re ever in town.

bills

We introduced 9 bills and resolutions and cosponsored 161 more. You can sign up for legislative updates, based on the issues you care about here or visit my website for the latest news.

Dear Friend,

All Americans deserve access to quality, affordable health care. During Open Enrollment, I want to make sure San Diegans have the resources and information they need to find the right heath insurance and get covered for 2019.

Get Covered

Now through January 15th

Covered CA

Open enrollment is happening now through January 15th, so now is the time to compare plans and purchase health insurance for 2019. For coverage starting January 1st, be sure to sign up by December 15th. Visit www.coveredca.com for more information on how to enroll for 2019.

I’m working to make health care more accessible and affordable for families, which means rejecting reckless proposals that would leave thousands of San Diegans without coverage and fighting for bipartisan health care solutions that keep premiums down and stabilize the markets. I look forward to continuing this fight next Congress.

Dear Friend,

It's deeply troubling that our service men and women might return home from battle only to take their own lives because they are tortured by something they experienced during their service. I asked the Department of Veterans Affairs (VA) how they are working with the Department of Defense (DOD) to curb veteran suicide during a meeting of the Veterans' Affairs Committee.

I was joined by the Somers family from Coronado, who lost their son, Daniel, to suicide after he suffered post-traumatic stress (PTS) following his service in Iraq. They are now tireless advocates for fixing and reforming the broken health care system at the VA.

Increasing Collaboration

Vets Suicide Hearing

Watch my remarks here.

The National Director of Suicide Prevention for the VA said they would like more information from the DOD about risk factors for suicide. The VA could identify mental health issues sooner if they had access to information about servicemembers’ promotions, disciplinary action, and family support systems.

I also asked what kind of outreach was being done for veterans with other than honorable discharges. Only 115 servicemembers nationwide are enrolled in suicide prevention programs specifically tailored to them, and the VA agreed more outreach was needed.

Fighting for San Diego Veterans

San Diego has the third largest population of veterans in the country, many of whom are battling mental health issues. Veterans who have experienced homelessness in the last year are particularly at risk, with suicide rates almost double those of veterans without a history of homelessness. We’ve made progress with the HUD-VA Supportive Housing (HUD-VASH) program, which assists San Diego veterans in their search for affordable housing, but there is still work to be done.

I will continue fighting for mental health care and homelessness services for San Diego veterans and will work with both the VA and the DOD to find solutions that ensure we don’t lose another veteran to suicide.

Sincerely,

The geography of La Jolla lends itself to fire spreading. The combination of steep canyons and thick brush increases the potential for wildfires to engulf the canyons and Mount Soledad. The San Diego Fire-Rescue Department recommends having two ways out in the event of an emergency. San Diego communities, like Scripps Ranch, have created a community-wide evacuation planJoin us to find out how your community can create your own plan.

Dear Friend,

Do you like to code? Have an idea for a new app?

We’re inviting students who code, program, or love computer science to design a software application and enter it in the Congressional App Challenge.

App Challenge

What's the App Challenge?

The App Challenge encourages student participation in STEM subjects, so they can be better prepared to fill the jobs of the future.

San Diego has some of the best leaders in science, technology, engineering, and math. Our city has become a global force in innovation thanks to our investments in these fields—and the most important investment we can make is in the next generation.

How to Enter

Register online here.

You can compete as individuals or in teams of up to four. Submit your app along with a short video explaining the app and what you’ve learned throughout the competition process.

Apps

Visit my website for more details and a complete list of rules and regulations.

The entries will be judged by a panel of local judges, who work in San Diego’s academic, technology, and entrepreneurial fields. The winning app will be featured on the U.S. House of Representatives’ website and displayed in a U.S. Capitol exhibit along with the winners from other states and districts.

Submissions are due October 15, 2018.

2017 Winner

Padraig MacGabann of Coronado High School won last year with his impressive submission, Rescue, an emergency response app designed to contact first responders more efficiently and to provide important details about the emergency.

I look forward to seeing what apps San Diego students come up with this year. Good luck, and happy coding!

Sincerely,

Happy Pride San Diego!

Pride Graphic

Each Pride Month, we have a lot to celebrate in San Diego. Our city has historically been a leader in LGBT rights and has helped our region and state advance equality for all. This weekend celebrates both the victories of our LGBT community, and unites us in the fights yet to be won.

Respect for All

Discrimination has no place in nation as great as ours. That’s why Congress should pass the Equality Act, which would amend the Civil Rights Act to include protections for LGBT Americans. As your representative, I would like to know where you stand. Share your thoughts and join my email updates:

Should Congress pass the Equality Act and guarantee LGBT individuals the non-discrimination protections already granted to every other American?

Yes.

No.

I'm not sure.

Equality Act

Equality Forward

As part of the LGBT Equality Caucus, I’m fighting to ensure no one faces discrimination or harassment because of who they are or who they love; that no brave, qualified American who wants to enlist in our military is turned away because of their gender identity; and that the personal convictions of a store or business don’t supersede the civil rights of LGBT customers.

Until then, I know our LGBT community and their allies will show strength in the face of hate and determination in the fight for justice and equality for all.

Have a safe and happy Pride Weekend!

Sincerely,

Dear Friend,

I strongly oppose the Trump Administration's recent policies regarding immigrant families.

When families come to our borders, they are often fleeing government violence, domestic violence, and religious persecution. They follow generations of people who came to America seeking a better life and they deserve to be treated with respect and care.

Keeping Families Together

floor speech updated

I demanded an immediate end to the family separation policy in a speech on the House floor last week. Thankfully, Congress can do something to end the practice.

I helped introduce the Keep Families Together Act, which prohibits Department of Homeland Security (DHS) officials from separating children from their parents, except in extraordinary circumstances, like trafficking indicators or other concerns of risk to the child. It also requires DHS to develop policies and procedures allowing parents and children to locate each other and reunite if they have been separated.

family separation

I'm urging my colleagues to support and help pass this bill so we can end the abhorrent practice of separating families.

For more information on my work to keep families together, read my interview with the San Diego Union Tribune.

Share Your Thoughts

As your representative, I'd like to know where you stand. Share your thoughts and join my email updates.

Do you think Congress should come together and pass the Keeping Families Together Act?

Yes, we need to keep families together.

No.

I'm not sure.

Moving Forward

I oppose the President's Executive Order because I believe it violates previous court rulings that said minors cannot be detained in an adult detention facility for more than 20 days. Any attempt to indefinitely detain children with their parents violates these court rulings.

Instead, I believe we need to address the serious lack of judges that decide immigration cases, and focus on bipartisan comprehensive immigration reform. I stand ready to work with my colleagues on both sides of the aisle to achieve this.

Sincerely,

Dear Friend,

We owe it to every veteran to ensure they have an affordable place to live. Unfortunately, too many veterans in San Diego and across the country struggle to find housing after they leave the service.

I offered an amendment to the Department of Veterans Affairs' (VA) portion of the spending bill passed by Congress last week to prohibit the VA from taking funds away from programs that help homeless veterans.

Vets Homeless Amdt

Watch my remarks on the amendment here.

Last year, the VA tried to shift funding from the HUD-VASH program, a successful partnership between the VA and the Department of Housing and Urban Development (HUD) that helps homeless veterans and their families find and sustain permanent housing. The VA reversed their plan after public outcry, but we can't risk funds being diverted from veteran homelessness programs again.

As San Diego continues to address veteran homelessness, we need to ensure we have the funds to support our heroes with resources they desperately need. I will keep fighting to keep our promise to veterans in San Diego and across the country.

Sincerely,

Dear Friend,

I visited San Diego small businesses during national Small Business Week to learn how they are helping to grow our economy and create jobs in our region. I met each business owner and learned what their company does and how Small Business Administration loans have helped them expand their business.

Clayton's Coffee Shop -- Coronado

Clayton's Coffee Shop

I kicked off the day at Clayton's Coffee Shop, a community landmark since the 1940s.

I met the owner, Mary, who started her business in her twenties. Since then, she has been able to upgrade Clayton's Coffee Shop through small business loans, including a renovation to Clayton's Mexican Take Out, which is connected to the coffee shop.

Clayton's Mexico Takeout

Now that they've mastered coffee and carne asada, Mary's next plans are to open a bakery at a second location.

Biosero -- Sorrento Valley

BIosero

Biosero financed their new building with an SBA loan. Now, they're able to create more software and lab workflows for San Diego's top life science industry-- and create jobs in the process.

Their software helps accelerate scientific discovery by providing researchers with robotic technology and software that connects different parts of lab equipment. This automation is helping spur discovery in genomics, drug development, agriculture, and more.

Robot

I learned how to program one of the robots to execute an automated process. This type of automation helps industries from bio to agriculture run lab tests. One plate transfer can contain as many as 96 test tubes.

Sherpa Clinical Packaging -- Sorrento Valley

Sherpa Clinical Packaging designs packaging and labeling for pharmaceutical clinical trials. The packaging is designed to minimize shipping costs and can be tailored for blind drug trials and other specifications.

Their expertise helps get drugs to patients faster, whether they live in cities across the country or around the world. I was able to see the machine that cuts out the packaging based on a design by the drug company and Sherpa Clinical Packaging before it's folded and glued.

Packaging Design Demo
Sherpa Cold Storage

Sherpa Clinical Packaging used their SBA loan to expand to a second building, where new packaging equipment and cold storage rooms will increase capacity by 400 percent. They'll be able to get more drugs to patients and create jobs in our region.

JXR Constructors - Kearny Mesa

I closed out the day with JXR Constructors, a veteran owned small business, at the VA San Diego to see their current construction site. They're extending a stairwell in one of the building wings to connect the VA's planned extension to the existing structure.

JXR Constuctors Site
JXR Constructors

I met the owner, Jesus, who is also a Marine Corps veteran. Jesus has a background in professional construction management experience. He started his business in 2012 and serves both the government and private sector.

They're using an SBA loan to purchase a new warehouse for their construction equipment. The veteran owned and operated business is expanding, thanks to contracting opportunities that have opened up since they certified with SBA.

Dear Friend,

Albert Kelly’s resignation from his position as the Environmental Protection Agency’s top Superfund chief comes days after I called for an investigation of him. Given Albert Kelly’s conflicts of interest and questionable qualifications, his departure is welcome news.

EPA Administrator Scott Pruitt appointed Kelly to oversee the Superfund, making him responsible for cleaning up some of the most toxic and contaminated land in our country – despite Kelly’s lack of relevant experience as well as a history with Pruitt that suggested enormous conflicts of interest.

Rep. Peters Questioning

Click here to watch me question EPA Administrator Pruitt about the ethical practices of Kelly and other EPA officials.

I pressed Administrator Pruitt when he testified before the Energy and Commerce Committee to compel Kelly to come before the committee as well and answer questions about his lifetime ban from the banking industry and the illegal activity that led up to the ban.

As a former environmental lawyer who helped clients comply with our nation’s Superfund laws, I know the dangers posed by toxic sites and their harmful effects on the environment and public health. I have fought to defend environmental protections and I will continue to hold the administration accountable to the laws that protect our air, water, and public lands.

Sincerely,

May 1, 2018
