Agriculture:

I’m proud to represent one of the most diverse and productive agricultural areas in the world. Northern California is the second largest rice growing region in the nation, we produce over 90% of America’s domestic olives, and we grow over half of all the dried plum produced in the world. Our farmers are also international leaders in almond, walnut, and pistachio production, among other crops.

As a rice farmer, I understand the unique challenges and obstacles facing our agricultural industry, from excessive state and federal regulations, unpredictable and sometimes catastrophic weather conditions, volatile markets, and significant barriers preventing new and young farmers from gaining stability.

During the very first Farm Bill I worked on as a member of the House Agriculture Committee, I advocated for eliminating costly direct payments, streamlining federal programs, investing in our specialty crops, and ensuring farmers have the tools they need to endure uncertainties, such as droughts or wildfires. We now must build off those successes as Congress continues to move toward reauthorizing the 2018 Farm Bill. I will continue advocating for policies that provide relief from burdensome red tape, develop new markets for our products, increase flexibility for our ranchers and foresters, and target resources to rural development and broadband expansion.

In Congress, I will continue to fight to ensure our farmers and rancher have the support, certainty and clarity they need to continuing feeding our nation and the world.

(Washington, D.C.) – Today, Congressman Doug LaMalfa (R – Richvale) spoke on the U.S. House of Representative’s floor to discuss how environmental, social and governance (ESG) standards hinder domestic energy and food production. This comes as the Securities and Exchanges Commission (SEC) proposed a new rule requiring publicly traded companies to disclose extensive climate-related data and “climate risks”. Congress did not authorize the SEC to establish ESG standards nor create overreaching rules that will inherently alter businesses’ strategies. Congressman LaMalfa sent a letter to SEC Chair Gary Gensler urging the commission to rescind the prosed rule.

(Washington, D.C.) – Today, Congressman Doug LaMalfa (R – Calif.) participated in a press conference with House Agriculture Committee Ranking Member Glenn Thompson (R – Pa.). Earlier this week, they sent a letter to President Biden, urging his administration to reverse his policies limiting American agriculture producers’ ability to meet the global food demand. Congressman LaMalfa discussed the Biden Administration’s reversal of the 2020 Navigable Waters Protection Rule, which restarted the rulemaking process around the definition of what is navigable water, such as puddles and tire marks, leaving uncertainty for farmers on what they can be fined for and if they will need to receive permission from the Federal government before planting their crops.

Chairman Dan Newhouse (R-Wash.), Senate Western Caucus Chairman Steve Daines (R-Mont.), Republican Conference Chairwoman Elise Stefanik (R-N.Y.), and other members of the Caucus discussed their policy priorities for the upcoming year. The Congressional Western Caucus is made up of over 60 Members who serve as the voice of rural America in Congress. Many of the Caucus’s policy priorities for the upcoming year regard improvements in domestic energy policy, private property rights, water policy, forest revitalization, and farming and agriculture.

Washington, D.C. – Today, Ranking Member of the House Agriculture Conservation and Forestry Subcommittee Congressman Doug LaMalfa (R – Richvale) participated in a hearing on a review of Farm Bill Conservation Programs. This hearing is the first of the House Agriculture Conservation and Forestry Subcommittee for 2022. For nearly forty years, Congress has supported voluntary, incentive-based conservation through Title II of the Farm Bill, such as the Conservation Reserve Program (CRP) and the Environmental Quality Incentives Program (EQIP). Witnesses were Zach Ducheneaux, Administrator at the Farm Service Agency (FSA) and Terry Cosby, Chief at the Natural Resources Conservation Service (NRCS).

Electric Vehicles are a significant priority for the Biden Administration and they are pushing additional spending to expand the use of EVs to the American public. While some consumers have moved towards them, they represent a small portion of the US fleet of vehicles and remain relatively expensive with limited charging networks, especially in rural areas.

(Washington, DC) – Congressman Doug LaMalfa issued the following statement after voting in favor of H.R. 8319, the Continuing Appropriations Act, which funds the government through December 11th, 2020. This Appropriations package includes $30 billion to reimburse the Commodity Credit Corporation (CCC), which provides funding for agriculture programs, along with an $8 billion extension of Pandemic-EBT program (P-EBT), which reimburses families for meals they typically rely on schools to provide for their children.

(Modoc County, CA) – Congressman Doug LaMalfa (R-Richvale) released the following statement after today’s announcement from the Bureau of Reclamation that farmers in the Klamath Basin would receive the full 140,000-acre feet of water committed to them in April. In May, after locals spent more than $60 million to prepare for the growing season, their forecasted delivery was cut nearly in half to 80,000-acre feet. LaMalfa participated in the “Shut Down & Fed Up” rally with thousands of participants to spotlight the farmers’ need for their full water allocation, otherwise their already-planted crops would wither under the summer sun.
