Request Explanation: This project would provide $180,000 for the purchase of defibrillator units by Newark-Wayne Community Hospital, which is part of the Rochester Regional Health organization. Newark-Wayne Community Hospital acts as a critical access point to healthcare for rural communities in Central New York.  This funding will allow Newark-Wayne to purchase 14 defibrillator units for the hospital and the community it serves. This investment will not only assist Newark-Wayne in maintaining compliance with relevant quality standards for the equipment, but in ensuring the availability of resources for future capital investments in the hospital.
 
Project Name: Rides to Recovery Pilot Program

Request Explanation: This project would provide $250,000 for the implementation of a Rides to Recovery pilot program by the Oswego County Department of Social Services.  The proposed Rides to Recovery pilot program would address the critical need for accessibility of care and promote substance use disorder treatment in Oswego County. With Oswego County significantly exceeding averages for New York State in terms of overdose deaths, newborn drug-related hospitalizations, and rates of child maltreatment, transportation and resource restrictions on those suffering from substance use disorder are particularly dire.  Building on an existing program that the county initiated in 2020, this program would expand the county’s contract with Volunteer Transportation Center, Inc., providing mileage reimbursement to volunteer drivers that connect children and families with available community services, including mental health and addiction treatment.
 
Project Name: Electronic Medical Record System

Request Explanation: This project would provide $256,000 to acquire the necessary equipment and software to implement an Electronic Medical Record (EMR) system at Loretto Health and Rehabilitation Center. Caring for over 10,000 individuals each year, Loretto plays an essential role in serving the diverse needs of Central New York. Critically, Loretto provides long-term care to some of the most vulnerable members of our community, with 72% of residents at Loretto’s long-term care facility receiving support from Medicaid. Enabling Loretto Health and Rehabilitation Center to purchase EMR technology would make enhancements throughout the continuum of care by streamlining the admissions and transfer process, providing staff with real-time access to detailed medical histories for Loretto’s patients, and allowing for expanded coordination through the establishment of accessible care plans. This project would improve patient outcomes and the quality of care across their programs.

Project Name: Intermunicipal Wastewater Treatment and Conveyance

Request Explanation: This project would provide $750,000 for an intermunicipal wastewater treatment and conveyance project to be carried out by the County of Oswego. Currently, multiple systems at the water treatment facility in the Village of Phoenix, NY have exceeded their life expectancy and suffer from inflow and infiltration issues. As a result, limitations on the ability to add new users to this system have had dire consequences for economic development, as the county’s primary industrial park is connected to this water treatment facility. This funding would assist Oswego County, along with the Village of Phoenix, the Town of Schroeppel, and the County of Oswego Industrial Development Agency (COIDA) in undertaking a project to rehabilitate and expand this water treatment system.

 

Project Name: Emergency Housing Shelter

Request Explanation: This project would provide $750,000 to assist the Catholic Charities of the Roman Catholic Diocese of Syracuse in establishing a Catholic Charities Housing Services Center, including 80 beds for homeless men, 6 apartments for frail homeless men, integrated on-site health and mental health services, and office space for approximately 40 professional staff members. The proposed project would address significant housing needs in Central New York, while also allowing Catholic Charities to better provide necessary health and mental health services to homeless individuals.

 

Project Name: Emergency Operations Center

Request Explanation: This project would provide $1,000,000 for renovations and major technological investments to develop a state-of-the-art Emergency Operations Center for the Department of Emergency Management in Onondaga County, which is currently located at 421 Montgomery Street, Syracuse, NY 13202. Serving a population of over 470,000 people, including the City of Syracuse, the Onondaga County Emergency Operations Center (EOC) provides well-coordinated emergency response and recovery operations for a wide range of potential emergency situations and disasters. The current location of the Onondaga County EOC is limited in capacity due to square footage and facility layout constraints, susceptible to potential mechanical failures due to its location on the sub-level, and is immediately adjacent to other soft-targets including primary county office buildings. This funding would allow Onondaga County to move forward with transitioning to a state-of-the-art EOC with enhanced emergency operations capabilities, including continuity of operations for critical government functions and continuity of government in the event other County-owned facilities are compromised.

 

Project Name: Great Lakes Coastal Resiliency Study

Request Explanation: This project would provide $500,000 for the Great Lakes Coastal Resiliency Study proposed by the U.S. Army Corps of Engineers (USACE).  The study would help coordinate a long-term strategy across the Great Lakes states to more efficiently and effectively manage and protect the Great Lakes coastline, including the southern shore of Lake Ontario. In recent years, Central New York has faced historic flooding along Lake Ontario’s southern shore, resulting in millions of dollars in damage to residences, businesses, and shoreline infrastructure. Information and resiliency measures proposed under this study would provide Central New York shoreline communities with the guidance and resources necessary to mitigate flooding and ensure long-term resiliency along Lake Ontario. 

 

Project Name: Replacement of Aging Water Infrastructure

Request Explanation: This project would provide $160,000 to allow the Village of Aurora, in coordination with Wells College, to replace the aging pumps and intake pipe of the college’s water plant. The Wells College water plant is responsible for providing clean drinking water for both the college and the Village of Aurora, however, pumps at the plant are significantly past their recommended life span and prone to failure. This project would make necessary improvements to the plant’s operations and prevent potentially dire access issues in the surrounding area.

 

Project Name: Emergency Operations Center

Request Explanation: This project would provide $75,000 for major technological investments in the Emergency Operations Center for the Cayuga County Office of Emergency Services. Serving a population of over 80,000 people, including the City of Auburn, the Cayuga County Emergency Operations Center (EOC) provides well-coordinated emergency response and recovery operations for a wide range of potential emergency situations and disasters. The current Cayuga County EOC lacks the equipment and capabilities of a modern EOC.  While they are unable to increase the space of their operations, with this funding they would be able to increase their capabilities to serve the community by leveraging investments in modern technology.

Request Explanation: This project would provide $140,000 for the purchase of body-worn cameras by the City of Syracuse for the Syracuse Police Department. In recent years, the City of Syracuse and Syracuse Police Department have undertaken significant efforts to promote trust and transparency by equipping the majority of their uniformed police officers with body-worn cameras. The requested amount of $140,000 would outfit the remaining 14 uniformed sergeants of the Syracuse Police Department with body-worn cameras, helping the Syracuse Police Department to continue bolstering community-police relations.
