Safety Net Capacity to Care for Low-Income Uninsured Patients

Mathematica Policy Research (MPR) recently completed a study focusing on the capacity of safety net providers caring for uninsured and low-income patients in five communities across the country. The study addressed many of the concerns raised in the Institute of Medicine Study: "America's Health Care Safety Net: Intact But Endangered" (April 2000). The study authors highlighted the major economic and policy forces that contribute to changes in safety net provider capacity. The MPR researchers also discuss options for efficient and systematic methods of collecting comparable information on local safety nets from both local and national data sources,  an area of concern also identified in the IOM report. Visits to five communities in all (Columbus, OH, Detroit, MI, Oklahoma City, OK, San Antonio, TX, and Kansas City, MO) were conducted between May 2000 and February 2001.
