Background of the Center for Health Services Financing and Managed Care
The Health Resources and Services Administration (HRSA) established the Center for Health Services Financing and Managed Care in May 1996. The Center is responsible for assuring that HRSA's programs and the underserved and vulnerable populations they serve are active and knowledgeable participants in managed care systems. The Center also seeks to assure that an appropriately trained primary care workforce is available to serve the managed care needs of these populations.
Working in conjunction with each of HRSA's bureaus and offices, the Center offers a coordinated program of policy leadership, technical assistance, training, evaluation, and interagency collaboration. The Center forges strong linkages with community-based providers, operating health plans, foundations, academic health centers, professional associations, health professions schools, national organizations, and other Federal agencies. These efforts contribute to building managed care systems that are responsive to the needs of vulnerable populations and to the providers, institutions and agencies upon which these populations depend. In addition, the Center serves as a site for visiting managed care experts.
Roles of the Center
Within HRSA, the Center takes the lead for activities such as:
- Convening groups of managed care experts to develop strategies and recommendations for program and policy development, and assess managed care activities;
- Collaborating with the Health Care Financing Administration (HCFA), other federal agencies, private and non-profit organizations to develop policy, share information, and form partnerships to develop and conduct managed care activities;
- Collecting and disseminating information on HRSA managed care activities to internal and external organizations and individuals.
- Coordinating the availability of technical assistance and training to HRSA grantees and providers to enhance their understanding of, and ability to function in, a managed care environment;
- Coordinating efforts to assure managed care is incorporated into health professions training;
- Performing studies of managed care issues that cut across all of HRSA's safety net providers and developing managed care policies and guidance based on the findings of these studies; and
- Coordinating state Medicaid waiver issues with HCFA.

The Health Resources and Services Administration (HRSA) improves the health of the Nation by assuring that quality health care is available to underserved and vulnerable populations and promoting appropriate health professions workforce capacity and practice, particularly in primary care and public health. HRSA's five major operating components are: Office of the Administrator, Bureau of Primary Health Care, HIV/AIDS Bureau , Bureau of Health Professions, and Maternal and Child Health Bureau. The Center for Health Services Financing and Managed Care is located in the Office of the Administrator along with Office of Rural Health Policy, Office of Minority Health, and Center for Quality.
