How do I create a password?

To start, you will need the following information: Service Computation Date, Pay Plan, Grade, and Step in Grade.  This information can be found on your most recent Notification of Personnel Action, SF 50 or your Leave and Earnings Statement (LES).

Note: If you enter the information from your most recent LES and receive an error message indicating you have entered “invalid” information, try entering the next “step”.  Frequently, employees enter their step from their most recent LES, unaware that they have just recently gotten a step increase.  If this is not the source of the problem, be sure to read our “Advisories” on the home page before seeking additional assistance – you may find your solution there.

Once you have entered your personal information in the Set Password module, you will be ready to create your password.

Your password must be at least 8 characters long but no more than 10 characters in length.

Passwords are case sensitive.

Your Password must contain at least 3 of the following 4 character types:

Numerals (0-9)
Lowercase letters (a-z)
Uppercase letters (A-Z)
Non-Alphanumeric symbols (i.e., @, #, ^)
Do not use an apostrophe (‘)

Valid examples:

Dd112264, 090971Tm, October8, #123Smitty

Based on current DoD requirements, your password expires every 90 days.

How do I create/change my PIN?

To make it easier for you, your PIN is the same for both of the Navy’s automated systems (web and telephone). Your original (temporary) PIN will be your four-digit month and year of birth (MMYY). Before you can access personal information, you must provide your Social Security Account Number (SSAN) and current PIN. The system will request you change to a six-digit numeric PIN. Creating a PIN requires you to input your SSAN, date of birth (MMYY), new PIN (six digits), and then re-enter the new PIN (six digits) for verification.  In the web application, click the "New User" button to create your PIN.

You can change your PIN as many times and as often as you want.  Your PIN has no expiration; however, we recommend you change your PIN if you feel it has been compromised.  If you have forgotten your PIN or want to change it, click on the “Reset PIN” button. The system will prompt you for the same personal information used in creating a password (Service Computation Date, Pay Plan, Grade, and Step in Grade).  If you enter the information from your most recent LES and receive an error message indicating you have entered “invalid” information, try entering the next “step”.  Frequently, employees enter their step from their most recent LES, unaware that they have just recently gotten a step increase.  If this is not the source of the problem, be sure to read our “Advisories” on the home page before seeking additional assistance – you may find your solution there.

Note:In the web application, it is very important that you click on the correct button (“New User” to create your PIN and “Reset PIN” if you have forgotten or want to change your PIN). 

You have the same options available regarding your PIN when you call toll-free 1-888-320-2917.  Just follow the prompts.

Because you have full control of creating or changing your PIN, it will never be mailed to you.

Why do I need a password and a PIN?

The password is a Navy requirement for use with the web application only.

Your PIN allows you to access personal information or make benefit elections in either of the Navy's Automated Benefits Systems, where you can become self-sufficient in managing your Federal benefits and entitlements. Because you will be accessing personal information and making changes in your benefits, your PIN serves as a safeguard to prevent unauthorized access to your information. Your PIN, used with your SSAN, serves as your electronic signature in both the web and telephone applications.  Do not give your PIN to anyone.

If I have a question or problem with my password or PIN, whom do I contact?

If you need assistance, call 1-888-320-2917 and press 4 to speak to a Customer Service Representative (CSR).  CSRs are available from 7:30 am to 7:30 pm eastern time, Monday through Friday.  Hearing impaired employees should click here to obtain the TTY line for their Human Resources Service Center (HRSC).  Overseas employees who have access to DSN service can connect to The Benefits Line by dialing the DSN number to Randolph AFB (RAFB), 487-1110.  Once the RAFB operator answers, please indicate that you want to make an "official off net call" and give the operator The Benefits Line telephone number, 888-320-2917.

Can I use my HRSC PIN (the one used for the Navy's Automated Benefits Systems) for the TSP web site?

No, they are two different automated systems. Your TSP PIN is located on your first notification letter of enrollment for TSP. If you cannot locate your PIN, call the ThriftLine at (504) 255-8777 or go to www.tsp.gov to request a new one and have it mailed to you.

How do I change TSP fund allocations?

Several years ago TSP took over responsibility of fund allocations and interfund transfers.  While changes to contribution amounts remain with agencies, to make changes among the funds, you will need to go to www.tsp.gov.  You will need your TSP PIN.  If you have forgotten or lost that PIN, you can request a new one at their site and they will mail you a new one within about 5-7 days.


Designation of Beneficiary Forms

You cannot change your Designation of Beneficiaries via the automated systems.  Current regulations require that beneficiary forms be maintained in hard copy form in your Official Personnel Folder (OPF) because of the legal issues surrounding the signature.  The designation of beneficiary form for FEGLIFERS, and Unpaid Compensation should be mailed to your Human Resource Service Center. All other designation forms such as the CSRS  and TSP-3 should be mailed directly to the address listed on the form.

To determine your servicing HRSC, please refer to block 48 on your SF-50, Notification of Personnel Action and match it to the corresponding 4-digit number listed in parentheses beside the region name below.
