Important Information for Military Personnel Flight Personnel

IMPORTANT MESSAGE FOR MPF SEPARATION/RETIREMENT PERSONNEL! PLEASE READ:

1. Disability case evaluations are extremely time-sensitive procedures that require full cooperation and prompt coordination by Military Personnel Flight (MPFs). Once the MPF is notified that a member has been found unfit for continued military service, it is essential that accurate and timely information be provided to this Headquarters in order to establish the member's date of separation. Two crucial items needed in establishing the member's correct separation date are the accuracy of the leave information, and the number of days permissive TDY the unit commander is authorizing, if any. MPF must set up proper procedure to ensure the requested data is accurate and provided by the suspense date.

MPFs should obtain accurate leave information from the local finance office and obtain member's current leave balance and how many days leave the member has sold back to the government since 10 Feb 76.
The unit commander is the approving authority for permissive TDY (PTDY) (up to 20 days for CONUS and 30 days for overseas locations). In order to determine how many days PTDY a commander will authorize for a member of his unit, it is necessary for the MPF to contact the unit orderly room.
Once the above information is obtained, it is the MPF's responsibility to provide it to HQ AFPC/DPPDS by the suspense date. We highly recommend faxing the information back to us. Our fax number is commercial (210) 565-4245 or DSN 665-4245.

Control of member during Physical Evaluation Board (PEB) Processing
The PEB Liaison officer (PEBLO) at the referring hospital notifies the member's commander and the servicing MPF, in writing, when they refer a Medical Evaluation Board (MEB) to the PEB. It is the responsibility of the MPF to keep the member under the restrictions of AFI 36-3212, Para 4.4 and not retire, discharge or release the member from active duty until receipt of final decision from AFPC/DPPDS.

The member:

May not take leave outside the local area without AFPC/DPPDS approval
May not go TDY except to the Formal PEB for appeal
Will not be reassigned except for EMERGENCY REASONS, until receipt of final determination.

Counseling after receipt of final disposition instructions from AFPC/DPPDS
Immediately counsel and process the member for disability separation/retirement. If necessary, contact other MPFs or counsel the member by mail if not available for face-to-face counseling or processing.

For incompetent members, contact and counsel the next of kin (NOK), preferrably in person, and obtain signature on applicable forms and documents.

If for some reason the MPF cannot complete the necessary processing by the scheduled date, please notify AFPC/DPPDS before the effective date, with complete explanation.

Disability Retirement/Discharge Orders
AFPC/DPPDS issues retirement orders and provides them to the MPF. The MPF issues discharge orders (Reference AFI 36-3212, Chapters 4 and 5 for further instructions).
