Mission
To oversee and monitor compliance of Equal Employment Opportunity
and Affirmative Employment policies, practices, and procedures that
affect approximately 224,000 employees. To ensure that all stakeholders
and applicants have equal opportunity and access to engage in fair
competition for employment opportunities and other programs administered
by the Army. To administer a customer focused program that prevents
and eliminates discrimination and ensures fair competition regardless
of race, age, sex, color, religion, national origin, physical/mental
disability, or reprisal.

Functions
The Director for EEO/Civil Rights serves as the Functional Chief Representative
(FCR) for the EEO career program. Specific functions are to:
- Develop requirements for Army’s Affirmative Employment Program,
including the Affirmative Employment Program Plan (AEPP).
- Develop policy for EEO Outreach and Special Emphasis Programs
(OSEP).
- Conduct analyses, advise senior leadership, and identify trends,
personnel policies and practices that have an impact on EEO.
- Serve as the proponent for Army’s EEO information systems.
- Serve as the proponent for EEO training.
- Manage and process all Army Section 501, 502, 504, and 508 Rehabilitation
Act discrimination complaints for the Department of the Army, and
develop Army requirements for the Affirmative Action Plan (AAP) for
Individuals with Disabilities, and the Disabled Veterans Affirmative
Action Plan (DVAAP).
- Develop criteria for Army EEO Awards.
- Determine criteria for EEO program evaluations.
- Conduct special studies.
- Direct EEO Complaints Processing program for Department of the
Army and other DoD customers.
- Adjudicate discrimination complaints to include issuing final
agency decisions on the merits, compensatory damages, attorney fees,
and allegations of noncompliance.
- Monitor compliance with orders issued by the Equal Employment
Opportunity Commission.
