DSRC

  • FCC Action on DSRC: On Jan 15, 2003, the Federal Communications Commission (FCC) published a Notice of Proposed Rulemaking (NPRM) on the licensing of the newly allocated spectrum at 5.9GHz for Dedicated Short Range Communications (DSRC). This radio spectrum was allocated by the FCC for intelligent transportation systems (ITS) operations in 1999. The NPRM seeks comments on the licensing and service rules suggested by ITS America in their July 2002 submission to the FCC. The ITS America approach was based upon the new standards adopted by an ASTM (formerly known as the American Society for Testing and Materials) committee of over 30 members from both the private sector and public agencies after 2 years of concentrated effort. An unusual aspect of the DSRC rules for DSRC use is the recommendation that the FCC require the use of the ASTM standards to ensure national interoperability for safety applications. Comments on the NPRM are due to the FCC by March 17, 2003 and can be filed electronically. The NPRM can be found on the ITS web site at www.its.dot.gov and the ITS America web site www.itsa.org. The U.S. Department of Transportation will be responding with comments to the FCC.
  • On December 12, 2000 the ITS Joint Program Office issued a Supplemental Notice of Proposed Rule Making (NPRM) on Dedicated Short Range Communication (DSRC). This NPRM responded to the comments filed in the initial NPRM proposing to make a new DSRC specification a requirement for all Commercial Vehicle Operations projects that use Highway Trust Funds.

    The Supplemental NPRM delays the issuing of a final rule until the testing of the new specification has been completed. The test program is expected to begin in the summer of 2001 and be complete at the end of that year.
