Survey Help Form

  • Technical
    1. Received email to participate in this Survey. But when going to retrieve my survey, it prompts for a survey access key. The email or website gives no information as to what this is.

The survey access key is used to retrieve a survey that you have ALREADY saved. If you have not previously started the survey, and saved it with the survey key, there is no need to retrieve your survey as there is nothing to retrieve. Please simply click on the 'Begin Survey' link to participate in the survey.

    2. How can I start over and change the 1st answer?

You may either click the 'Back' button on your browser (if the question was on the previous screen); or, you may click the 'Part' (from the menu on the left-hand side of the screen) that corresponds to the section where the question is and navigate to the question.

    3. What is the survey login password?

You are likely referring to the survey access key. See the other postings on this FAQ for an explanation of the key. Basically, a survey access key is only used AFTER you request a key so you can return at a later date/time to complete the survey. If this is your first time viewing or visiting the survey, you do not need a key...simply click 'Begin Survey' from the home page.

    4. The last page of survey, when you hit save button gives page not found, It has occurred 2 times on the 4th page.

We checked the web server log and the application log and could not find an error. Page cannot be found usually occurs if there is a missing web page or if the connectivity between the server and the user's workstation goes down. It could also be something in the user's browser setting. Most likely, it is the network connectivity problem.

    5. I started the survey, but I was not able to complete it, so I clicked on "save my survey." When I returned to it, I was asked for my key. So, how do I get that?

Please see the FAQ entries regarding the survey access key in this section.

    6. 2nd level agency has nothing to pick and choose and will no allow a writein, nor will it allow me to continue on with the survey. Cookies are enabled, Java is a low safety, and active X is enabled.

The most likely cause is that your proxy server has cached the web page, and your browser is using the cached page instead of actually going out to the server to get the actual page.

    7. I completed the demographics and the competencies and the system blanked them back off without marking them complete. This makes me not want to continue. Can you please check this problem?????

We checked the site frequently to ensure it is operating correctly. There are several causes for a status to go from complete to blank (not complete). 1) 60 minutes has elapsed since you last interacted with the server and your session has been destroyed. Please search the FAQ for this question. 2) your browser is caching the web page and using the cached web page instead of going back to the server for the web page. Sometimes doing clicking the refresh button of your browser will force your browser to go the server instead of using the cached page. 3) your proxy server is caching the page. Sometimes doing clicking the refresh button of your browser will force your browser to go the server instead of using the cached page.

    8. My answers are in the competencies block, but it will not mark as complete??????

You must first complete all three sections of competencies (technical, general, then training needs), then select 'Save and Continue' before the check mark will appear.

    9. The DOD is eliminating my site organization in 2005. I filled out parts 1-4 then had to go to a doctor appointment. I clicked on Save My Survey and then got my key, but when I returned only 1-2 remained - i.e. my replies to 3 & 4 had been wiped out. After reviewing this survey further - I wonder what benefit answering this survey has for me or for the government if my job will not exist in about a year. Please let me know the benefits to me to finish is survey. Thanks

Your inputs are still valuable and we encourage you to complete the survey. As for the survey key, please ensure you save your survey and generate a survey key before any lengthy inactivity (e.g., 60 minutes).

    10. I printed my survey. Where is the printout.

      Please check your printer.

    11. When did I receive an accesss key so I could log back in?

An access key is provided (generated and displayed on your screen) once you generate one.

    12. I completed the survey, it took me back to the 'BEGIN SURVEY' screen. Do not know if it was submitted or saved or ???

Once you click on the "Submit My Survey" button, your survey is concluded and your session is no longer valid. The site then redirects your browser to the default home page of the site.

    13. I keep getting the demographics screen asking for the department/agency I work for as if the page is caught in a loop. How can I move beyond this?

You must have non-persistent cookie enabled on your browser setting. Non-persistent cookies are sometimes referred to as session cookies and in-memory cookies. Non-persistent cookies are deleted by your browser once the session has ended and are not stored in the hard drive.

    14. You have entered an invalid Survey Key or you are trying to retrieve a survey that has been submitted and locked.

If you type in the wrong survey key or if the survey was submitted, then you will receive this message.

    15. When I retrieve my survey how can I move quickly to the first blank so I can pick up where I left off? When I want to go back to a prtevious question how do I do that?

Please use the menu on the left to move from section to section. You can only move to the beginning of the section.

    16. Where can I key in "LOGIN" Password? in order to retrieve My Survey later

Click on the "Retrieve My Survey" link from the left menu.

    17. I have completed this survey twice and not received a key and cannot print my survey. Why?

After you click on the "Submit My Survey" button, your session and your survey key is destroyed and you can no longer return to the survey. You must click on the "Print My Survey" link from the menu prior to clicking on the "Submit My Survey" button to view your survey responses in a report format. You only need a key if you cannot finish the survey in one sitting.

    18. I started the survey yesterday, but had to stop. I got a retrieval key, but when I just tried to enter the retrieval key, the system said it was invalid. The key I entered was: (deleted for security reason)

Unfortunately, this is only part of the key, and the survey is no longer retrievable. The key is long to ensure that it is guarantee no two keys will be the same.

    19. Unable to get to the full list of Competencies.

We need more information to help you. This is most likely a browser setting or network configuration issue.

    20. I Put my access key in and it says it's not mine. What do i do?

If the key is not entered in exactly, or if the key was lost, then there is no way to retrieve the survey. Unfortunately, you must start the survey from the beginning.

    21. When I finished the IT skills and click on the "CONTINUE AND SAVE" Button at the bottom of the page it brought me back to the screen that says BEGIN SURVEY. Does this mean I have finished the survey or did something go wrong. [email address removed for privacy purposes].

By clicking on the "Submit My Survey," you indicate that you have completed the survey and the system "logs" you out. Any button or links you click afterwards will take you to the beginning of the survey. However, if you have not interacted with the server in 60 minutes (by not clicking on any link or button), then for security reasons, the site will also "log" you out.

    22. When I start the survey, I get to through the first question "What is your agency?". I select my agency, then click on the submit and save button. The screen goes back to the take survey. When I click to continue survey link, I am taken back to the first screen. I never get beyond this position.

You must have non-persistent cookie enabled on your browser setting. Non-persistent cookies are sometimes referred to as session cookies and in-memory cookies. Non-persistent cookies are deleted by your browser once the session has ended and are not stored in the hard drive.

    23. I cannot complete the survey because, I'm stuck in the loop of question: depart/agency.

You must have non-persistent cookie enabled on your browser setting. Non-persistent cookies are sometimes referred to as session cookies and in-memory cookies. Non-persistent cookies are deleted by your browser once the session has ended and are not stored in the hard drive.

    24. What browsers are supported?

Please see the System Requirements page, available through a link on the left hand menu, for a list of browsers that have been tested.

    25. Is there a way to leave the survey, come back and resume where I left off?

Yes, please select Save My Survey from the left-hand menu and follow the instructions on the page that appears. You will be prompted to generate a "survey key" which will be unique to your survey record. Once you generate the survey key, copy it to something like MS Word or Notepad/Wordpad and save that file. Then you may close your browser. Once you are ready to continue with the survey, select the Retrieve My Survey link from the left-hand menu, enter in the survey key you saved, and continue with the survey.

    26. The survey just bounced from Competencies back to the very beginning losing my work, including the first section.

The survey uses non-persistent (in-memory) cookies. The cookie is set to expire in 60 minutes or when you close your browser. If your browser does not interact (by requesting a page) with the server before the expiration time, your cookie will expire and you will have to start over again. The competency question part of the survey can take a long time to complete. As an option, you can do 10 of the questions, click on the “Save and Continue” button, and then come back to the section by clicking on the “3. Competencies” link on the left hand section of the page or by clicking on the “Back” button of your web browser.

    27. Nothing happens after finishing competencies.

The Competency survey part of the survey has three sections, Competencies (Technical) and Competencies (General), and Competency training needs. The screens for the technical and general competencies are very similar looking.

    28. How can I get a print out of my answers so I can track my progress in improving IT competencies?

Please click the 'Print My Survey' link on the 'My Survey Options' menu. This will generate a report of all of your survey responses that you can print out using the print feature on your browser (click File --> Print). This should be done once you have completed the survey so that all of your responses will be included in the report.

    29. I have checked the competencies portion twice and it is still not showing complete in the status box. How can this be?

Please be sure to click the 'Next' button at the bottom of each competency screen (technical and general).

    30. The answer field will not let me enter any data.

Please check the Systems Requirement page to see if your browser has been tested with the system. Generally, Internet Explorer 5 and greater and Netscape 4.5 and greater should work fine. For Opera and Mac users, please see the note field in the Systems Requirement page.

    31. I began the survey and actually made it through the competencies portion. When I continued to the next portion of the survey I got a "cannot find server or DNS error" page.

If you get this error message, click on the back button and then try resubmitting the page again. This error occurs when there is a network problem somewhere between the computer you are using and the web server. Usually, the error resolves within seconds and sometimes minutes. Because your authentication ticket expires after 60 minutes, as long as you do not close your browser and it has been less than 60 minutes, then you should be able to pick up where you left off.

  • General
    1. Why should I take the time out of my busy day to participate this year? How will the results be used?

By participating in the survey, your agency will be able to collect data that could and should result in targeted training and development activities for your workforce. If you are interested in survey results from 2003, these were posted on the cio.gov website and shared with Department/Agency CIOs.

    2. What is the survey key?

Please see the FAQ entries regarding the survey access key in this section.

    3. Where are the FAQ entries?

When you submit a question, it gets reviewed prior to posting. Depending on the question you ask, the answer could be posted in any of the sections listed below.

    4. Is my response anonymous?

Yes, your response will be kept anonymous.

    5. Should agencies that are required by their union contracts to notify the union prior to bargaining unit employees being surveyed, do so, or are they exempt based on the fact that this is a government wide survey being directed from outside the associated agencies? This survey has prompted some unions to tell their bargaining units not to respond.

Yes. Agencies that are bound by a collective bargaining agreement that requires union notification for survey's, should still do so because that agreement is between the agency management and the local union. Since the survey is not an agency product, unions would not have the privilege of affecting its content. However, some unions may be concerned that employees may be penalized as a result of their responses or the time spent completing the survey. Agency management should make it clear that employees will not be penalized and will be permitted time to complete the survey. Additionally, since the survey is completely voluntary and anonymous, employees would in no way be linked to or penalized by their responses.

    6. Comments on the survey: 1. This question seems odd. Why restrict eGov to just "employee life cycle" systems??? What about G2G, G2B and G2C portfolios? ETravel? ERulemaking? "E-Government This activity involves all Federal initiatives that play an integral role in streamlining and improving procedures for moving Federal employees through the employment lifecycle. E-Government initiatives should seek to remove redundancies, reduce response times, eliminate paperwork, and improve coordination among Federal agencies." 2. Under "Certifications" section, for CIO certifications, you should list the NDU CIO Certificate (which I have, by the way!)

      1. You are correct...eGov should consider all different types of eGov systems. 2. You are correct again...this is why we list 'or equivalent' and since you have an equivalent certification, it is appropriate to check that you are certified in that area.

    7. I find a number of references to "agency contact", but have not been able to find out who that is. Where can I find that list?

Please send an email to ccas04pochelp@bah.com and we will do our best to identify the appropriate POC to assist you.

    8. IS THIS A MANDATORY SURVEY? I AM A PROGRAM ANALYST GS -9

No, this is not a mandatory survey.

    9. What does none as an answer mean?

In the context of the questions related to estimating, for example, number of years to retirement, or number of years of private sector experience, it means zero, or none.

    10. My name is [deleted]. I think I've already taken this survey. Is there anyway to check to see if I've taken the survey?

Unfortunately, since the survey is anonymous, we cannot check to see if you've taken it already.

    11. I need my survey access key to perform my survey, please. Thank you [name deleted], telephone number [number deleted].

The survey key is something YOU generate and save. It is strictly self service. We cannot provide you with your key.

    12. What is the purpose of the survey?

The IT Workforce Skills Assessment Survey will be used for several purposes. First and foremost, it will be used to help your Department/Agency in their human capital planning for the IT workforce. In addition, the survey will address both Clinger-Cohen Act and Section 209 of the E-Government Act requirements to analyze the personnel needs of the federal government relating to information technology and information resources management.

    13. What is the time frame that the survey will be administered?

The survey will be active from July 30, 2004 through September 10, 2004.

    14. How will the data I provide be used?

The data you provide (your survey answers) will be used individually by each agency as well as collectively by the Federal Government to determine the degree to which certain skills, competencies and certifications are resident in the Federal Government IT workforce. It will be compared with a "desired state" to identify gaps in these areas that can be addressed, for example, by targeted training and development strategies.

    15. How will my privacy be protected?

The survey does not collect any personal information that can be tied to you, such as your name, email address, telephone number or social security number. In other words, it is completely anonymous.

    16. While this Help page is helpful for generic questions, whom do I contact (a person) if I have a specific question I would like answered?

Your department/agency point of contact (POC) would be the best person for you to contact. This POC was most likely designated by your Department's Chief Information Officer, and most likely was the person who originally notified you about the survey. If the POC cannot answer your question, they will be able to seek guidance on answers from the CIO Council team who is working on this survey effort.

    17. While I do not mind taking the survey to help you analyze the IT workforce, I do not feel that I should have been part of the survey. I am a GS 301 series, but I am strictly a Plans Specialist. The knowledge I have of IT is strictly from working in an office with a person that has IT experience. I think distributing the survey to the appropriate people would give you more accurate data.

Each Department or Agency defines their IT workforce in a different way. It is up to each Department or Agency to determine their IT workforce, and using occupational series is the most convenient method. However, while it might be obvious that a GS-2210 is part of the IT workforce, it isn't quite as clear when examining the functions that a GS-301 or GS-340, for example, performs. Your Department or Agency probably felt that you, perhaps because of your function or the office you work in, belonged in the IT workforce.

    18. How much time should it take to complete the survey?

The survey should take between 20 and 30 minutes to complete.

    19. Can we see the results of the survey, and if so, when can we see them?

The survey results will be provided to each designated point of contact in each Department/Agency. It will be at their discretion how they handle further dissemination of the information of Department/Agency-specific data. There will be a Governmentwide report and summary of the survey results that will be posted on http://www.cio.gov (under the IT Workforce/HR section), later in the calendar year. If you would like to see the summary report for the IT Workforce Skills Assessment Survey from 2003, it is currently posted there.

    20. When will the results be available? Will these results be provided to the IT workforce who participated, if so how soon? Will these results be made public, if so how soon?

The Governmentwide results shall be made available later in the calendar year the Federal CIO Council website: (http://www.cio.gov). The results for individual agencies will be made available to the agency point of contact at the conclusion of the survey administration period.

  • Demographics
    1. I can't seem to find my officefrom the drop down menus, I work at the EPA, Region 5, Superfund, Program Management Branch. Please help.

Please select Level 1: EPA; Level 2: Region V; Level 3: Appropriate office within that Region (example: OEI, OGC etc.).

    2. We are the Carlsbad Field Office. We report directly to the assistant secretary for environmental management. We are not included in the 3rd level of offices.

Please contact your point of contact from your Agency for guidance.

    3. Organization level (3 and 4) doesn't give the right choices, but unless selection is made can't go on.

Please contact your Department/Agency point of contact about what level(s) to select.

    4. NAF ENTRY NOT CORRECT UNDER PACAF - WHAT DO YOU PUT IF YOU ARE ON PACAF SC STAFF ?

Please select 'PACAF Numbered Wing (NAF)'.

    5. How soon are you eligible for full retirement? I am eligible now. What answer do I enter: None, 1-3 years, 4-6 years, 7-10 years, 11-20 years, 21 + years or Not Sure?

      Please select 'None'.

    6. Why is age a required field.

Collecting data about the age of the IT workforce is extremely helpful in performing various types of demographic analyses, such as understanding the potential impacts on the workforce due to retirement. Therefore, this is a required field.

    7. I work at the HQ-level, so there is no 3rd level organization; however, the drop down menu doesn't provide for this option.

Please contact your designated POC from your Department/Agency for guidance about which selection to make.

    8. Why are GS-0335 left out of this survey? We provide the majority of Web design and Help Desk positions on my base, and I found questions relating to both on this survey. Why are we not included?

The employment of GS-0335s in IT-related work is not uniform across the Government. In some cases, there are few GS-0335s in a given Department/Agency, and in other cases (as you point out) there are many. The survey attempts to capture information from the most universally-used occupational series. We will take into consideration listing GS-0335s separately for in future versions of the survey; however, for this year, please select 'Other' for your occupational series.

    9. I am a GS-303, Information Resources Management Administrative Support Assistant, in the Office of the CIO. My series is not listed in the survey. Should I complete the survey and select GS-301 or simply not take the survey?

Please complete the survey, and select 'Other' as your occupational series.

    10. my second level organization (under Region 3 of EPA) does not appear in the pick list.

Please contact your point of contact from your Agency for guidance.

    11. Under the statement "who should take this survey." Only the GS-* are mentioned. What about the 0334's and other's that fall under the "Core Comp" pay plan????? I fall under the Core Comp. Thanks

The only method we can employ from a Governmentwide basis to identify who should take the survey is by occupational series. Those individuals in a pay plan still have an occupational series.

    12. I work for the EPA, Region II in New York. There is no option for Office of Policy and Management (OPM) in the 3rd screen under Part 1.

Please contact your point of contact from your Agency for guidance.

    13. There does not appear to be an appropriate level for my demographic. I work in the Office Of Security which is a direct report to the Deputy Secretary. Can you add that line item?

Unfortunately, we cannot add that particular item without knowing more information first, such as the Department or Agency to which you are referring. We suggest you contact your official point of contact for this survey from your Department/Agency and request they contact us with the appropriate information.

    14. I was trying to fill out the survey for my command but the US Atlantic Fleet is not listed only the US Pacific Fleet. I am currently serving on board the USS Rhode Island SSBN 740(B) in Kings Bay Georgia of the ATLANTIC FLEET.

Please select "Fleet Forces Command (FLTFORCOM)" in lieu of Atlantic Fleet.

    15. The Marine Corps Intelligence Activity is not listed under the Marine Corps or under the Office of Naval Intelligence. What should I pick?

Please select 'Department of Navy', 'U.S. Marine Corps', and 'MARCORPSHQ Washington DC/00027'.

    16. Under Sub-Agency information - Level 3, I am not in any of the "Offices" on the pick list but in a Division/Branch and there is on "Other" category. What do I choose?

Please check with your point of contact from your Agency for guidance.

    17. I work for the DON and am looking for the U.S. Atlantic Fleet (COMLANTFLT or COMUSLANTFLT).

What used to be known as Commander U.S. Atlantic Fleet (COMLANTFLT or COMUSLANTFLT) is now the Commander Fleet Forces Command (CFFC) or as it is also called, Fleet Forces Command. This is abbreviated as FLTFORCOM on the survey.

    18. When I was asked was group within my agency, at the lower tiers it went directly to the field offices. I am a headquarters employee in the DC area. Does that mean I am not included? If I am included, how do I get beyond that question?

Please contact your Department/Agency point of contact for further guidance. If you do not know who your POC is, please send an email to ccas04pochelp@bah.com and we will try to assist you.

    19. I don't see a selection for customs and Border Protection (CBP). for Sub2 agency.

The Bureau of Customs and Border Protection is listed as a level 3 organization under Border and Transportation Security (BTS) .

    20. I work for the CIO/G-6 but did not see a selection for it under Department of Army. What Organization should I use?

Thank you for bringing this to our attention. We added CIO/G-6 to the list of organizations under Department of the Army. Please use that for your response.

    21. I submitted my survey, but the choice of commands within Dept of Navy, NAVAIR was limited. My entire command was not listed as a subcategory. There are approx 20 IT's that i know of within my command. This shows again the top knows not what happens at the bottom.

Correct idenfication of all Navy commands to the echelon 3 level of detail was a challenge. We apologize for the oversight. Please help us correct the problem by identifying your command. We'll liaison with your claimancy POC to ensure it is represented in the appropriate place. Thank you for taking the time to take the survey. Your input is valuable.

    22. Please provide occupational series definitions.

For definitions of occupational series, please refer to the Office of Personnel Management website at http://www.opm.gov.

    23. Eligibility for full retirement - I am eligible now - What do I select?

      Please select 'None'.

    24. I am eligible for full retirement (30 years) next month, and plan to retire in 6 months, so the answers to these questions are more than "None" and less than "1 - 3 years". How do I answer?

Please answer "None" for your retirement eligibility, and "1 - 3 years" for your retirement plan. This may not be perfect, but will get you in the ballpark.

    25. I work at the US Army Corps of Engineers; what's the department?

Please select 'Department of the Army'.

    26. What is occupational series?

An occupational series is a subdivision of an occupational group (a major subdivision of the General Schedule that includes associated or related occupations), consisting of positions simliar as to line of work and qualification requirements. Occupational series are designated by a title and number; for example, GS-2210 IT Management.

    27. The lower tier organizations are not relevant to me, therefore, it will not let me continue. How can I continue without "faking" the system?

Your organization provided the desired breakdown of all tiers; unfortunately, it appears they did not include your tier specifically. In some cases, there may be an "Other" category that can be chosen. However, if there is no "Other" selection, and you are still prompted for a selection, please select an organization closely aligned with yours. This may not be a perfect solution, but will at least incorporate your survey input. You may also want to contact your agency point of contact for guidance about what to select.

    28. After selecting the department of defense, where is the united states army?

Each Military Department is listed separately from DoD. Therefore, please select "Department of the Army" first, rather than "Department of Defense," when asked to select your Department/Agency.

    29. What is GS?

GS is General Schedule. Your Pay Plan, Series, and Grade are identified on your SF-50; your official personnel document record.

    30. What do you mean by private or public sector?

Assuming this refers to the questions pertaining to "Please indicate the number of years of private/public sector experience in Information Technology". In this case, private sector IT experience refers to working for private industry (e.g., a private company, consultant or support contractor to the Government, and/or academia) and public sector IT experience refers to working directly for a Federal, State or Local Government entity.

    31. I am no longer under the GS pay scale since I am a DoD employee in a pay band -- does this survey still apply to me?

Yes, as long as you still perform IT and IT related functions. All civilian personnel in paybands are still associated with both a GS grade and occupational series equivalent. Commonly referred to as "demonstration projects", the paybanding refers to career paths and pay schedules under which employees are compensated and their performance assessed, among other things. The authoritative source of personnel occupational series associated with DoD civilian personnel is the Defense Civilian Personnel Data System (DCPDS); in DCPDS, there is still an occupational series associated with all personnel who are in pay bands.

    32. What occupational series are relevant for taking this survey?

The survey is for government civilians only and the occupational series covered are: GS-2210 Information Technology Management; GS-334 Computer Specialist; GS-391 Telecommunications Specialist; GS-1550 Computer Scientist; and GS-854 Computer Engineering. This may also include other series such as: GS-301 Misc. Administration and Program, GS-340 Program Management, GS-343 Management Analyst, and GS-855 Electronic Engineer.

    33. "How soon are you eligible for full retirement?" Is this in reference to Social Security or federal service? What is considered full retirement for Federal Service?

This question refers to retirement eligibility for Federal Service. Full retirement for Federal Service depends upon which retirement system you are under.

    34. Does the "total Federal experience" question include Military service?

Yes, to the extent you have applicable military service.

    35. Are series GSA-856 included?

Not specifically. Please indicate "Other" from the list of options for Occupational Series if your specific occupational series is not included.

    36. I am an IT Specialist with the series GS-2210. The listing says that the GS-2210 is IT Management. I am not a manager so what do I put?

The official title of the GS-2210 is "Information Technology Management"; however, this does not mean you have to be a "manager" per se. If you are a GS-2210 occupational series and not a manager, it is still appropriate to select GS-2210 for the survey.

    37. My Organization (level 3) does not appear on the drop-down and this is a required field. Without this I cannot participate.

Please see the answer for question number 4 in the demographic section (above) .

    38. What is a parenthetical title?

Parenthetical titles, or "specialty titles" are used with the basic title (such as IT Management) to further identify the duties and responsibilities performed and the special knowledge and skills needed. According to OPM's Job Family Standard for Administrative Work in the Information Technology Group, the GS-2210 occupational series has 10 parenthetical titles. Official position titles can include any combination of two parenthetical specialty titles, where the two specialties are of significant importance to the position, or just the basic title without a parenthetical specialty title for positions for which there is no established specialty or more than two specialties.

    39. I am a GS-2210 IT Project Manager. Can I provide that information in the survey?

In the Demographics section, you will be asked to provide your occupational series. When prompted, select "GS-2210"; in the screen that follows, select "IT Project Management" as your first parenthetical title.

  • Competencies
    1. Where did the skills and competencies used in this survey come from?

The competencies are a subset of those used for the GS-2210 IT Management occupational series, and the skills were derived by a subject matter expert focus group process led by the Federal CIO Council and the Office of Personnel Management.

    2. Please define "business process reengineering" (BPR).

BPR is "the analysis and design of workflows and processes within and between organizations" (Davenport & Short 1990). Teng et al. (1994) define BPR as "the critical analysis and radical redesign of existing business processes to achieve breakthrough improvements in performance measures."

  • Certifications
    1. 1. CIO Certification only lists GSA certification program. There are other such programs. NDU has an excellent program. I answered yes even though my CIO certification is from NDU. Suggest adding other programs to list. 2. Project management certification does not list IBM Systems Science Institute, GSA STAR program or American Management Association.

You point out good examples of equivalent certifications in those areas. Since there is not way we can list every possible certification example, you are encouraged to think of equivalent examples.

  • Accessibility
    1. Hi, this isn’t a question, rather a comment. I just wanted to tell you that this is an extremely accessible survey to someone using screen access software. I am legally blind and fully expected to get to this survey and find that much of it would not be accessible and thus usable, by me, or someone using screen reading software. I was very pleased to see that the design and functionality was wonderful and completely 508 compliant. Thanks so much for your attention to 508 compliance.

Thanks for the feedback. The Federal CIO Council takes very seriously the issues of accessibility and compliance with Section 508 of the Rehabilitation Act. We are pleased to hear that you had a good experience with the survey.

    2. As a person with disabilities, where can I provide comments about the accessibility of this site?

Please provide them directly to us via this help section, and we will post them in the dedicated 'Accessibility' section.

    3. The tab key does not work with my screen reader and browser.

The ability to tab through a form and the tab order itself are important, and the survey was tested using Internet Explorer and a screen reader program called JAWS. With this combination it seems to be working fine. The ability to tab to the next button and then press enter (or the space bar) to submit the form is something a web browser controls. So Internet Explorer or Netscape should be taking care of that. A lot of it depends on what the users have installed on their workstation, and specifically the screen reader software and the browser software. JAWS for instance works with Internet Explorer. So you open up Internet Explorer and JAWS will describe the page. So the actual tabbing is performed by Internet Explorer or Netscape.
