A strong Change Management strategy will be essential to the Department's success in effectively implementing NSPS.  Using J.P. Kotter's eight steps to transforming an organization, our NSPS Change Management Plan will:

  Step 1:  Establish a sense of urgency
  Step 2:  Form a powerful guiding coalition
  Step 3:  Create a vision
  Step 4:  Communicate the vision
  Step 5:  Empower others to act on the vision
  Step 6:  Plan for and create short-term wins
  Step 7:  Consolidate improvements and produce still more change
  Step 8:  Institutionalize new approaches

Our sense of urgency is clear…the Department of Defense must transform to meet tomorrow's national security challenges while actively fighting the Global War on Terrorism. This will require all naval personnel (active, reserve, civilian, contractor) to master a wider range of competencies and exercise keener situational awareness and judgment than ever before. We will expect our people, and the human resources system used to support them, to respond with greater speed, flexibility, and accuracy.

Our vision is defined: The Department of the Navy will have a streamlined, agile personnel system that will enable the Department to meet the challenges of the 21st Century through a flexible, high performing workforce. This change is profound: people will no longer be a simple component of our strategy, but will be at the core of all strategic and operational decisions. "We must, can, and will implement modern and more effective ways to manage our people and the workforce. We are counting on our Naval leaders to make it happen," said Secretary of the Navy, Gordon R. England.

We are building our coalition for change.  We, together with the NSPS PEO, are planning strategies to obtain stakeholder input on NSPS Design. We will begin working with the Department's Major Commands to establish NSPS Command Implementation Teams. "As we develop a process for designing and implementing the NSPS, we want to ensure that all stakeholders in the new system -- including civilian employees, managers, and exclusive representatives -- have an opportunity to provide their thoughts, ideas, views and concerns," said Under Secretary of Defense for Personnel & Readiness, David S.C. Chu and Secretary of the Navy, Gordon R. England.

We have begun implementation of our Communication Plan and will continue to communicate with our stakeholders on a regular basis through Briefings, Articles, E-Mail Updates and this WebSite.  Additional communication strategies will include, but will not be limited to, briefing packages, videos, newsletters, pamphlets, and screen cams.
