Our sense of urgency is clear…the Department of Defense must transform to meet tomorrow's national security challenges while actively fighting the Global War on Terrorism. This will require all naval personnel (active, reserve, civilian, contractor) to master a wider range of competencies and exercise keener situational awareness and judgment than ever before. We will expect our people, and the human resources system used to support them, to respond with greater speed, flexibility, and accuracy. |
Our vision is defined: The Department of the Navy will have a streamlined, agile personnel system that will enable the Department to meet the challenges of the 21st Century through a flexible, high performing workforce. This change is profound: people will no longer be a simple component of our strategy, but will be at the core of all strategic and operational decisions. We are building our coalition for change. We, together with the NSPS PEO, are planning strategies to obtain stakeholder input on NSPS Design. We will begin working with the Department's Major Commands to establish NSPS Command Implementation Teams. "As we develop a process for designing and implementing the NSPS, we want to ensure that all stakeholders in the new system -- including civilian employees, managers, and exclusive representatives -- have an opportunity to provide their thoughts, ideas, views and concerns," said Under Secretary of Defense for Personnel & Readiness, David S.C. We have begun implementation of our Communication Plan and will continue to communicate with our
stakeholders on a regular basis through Briefings, Articles,
E-Mail Updates and this WebSite. Additional communication strategies will include, but will not be limited to,
briefing packages, videos, newsletters, pamphlets, and screen cams. |
