Empowerment Zones and Enterprise Communities Program

The Senate Finance Committee provided the following guidance in its report on the Omnibus Budget Reconciliation Act of 1993. The following is an excerpt about the Social Services Block Grant program. The portion specifically about the EZ/EC SSBG funding is highlighted in red.

DEPARTMENT OF LABOR, HEALTH AND HUMAN SERVICES, AND EDUCATION AND RELATED AGENCIES APPROPRIATION BILL, 1994

REPORT

The Committee on Appropriations, to which was referred the bill (H.R. 2518) making appropriations for the Departments of Labor, Health and Human Services, and Education and related agencies for the fiscal year ending September 30, 1994, and for other purposes, reports the same to the Senate with various amendments and presents herewith information relative to the changes recommended.

SOCIAL SERVICES BLOCK GRANT

The Committee recommends an appropriation of the full authorization level of $2,800,000,000 for the social services block grant, the same as the administration request and the House allowance, and the same as the fiscal year 1993 level.

Social services block grant funds are used by States to fund a wide variety of social services for the purpose of preventing or reducing dependency, and assisting individuals to achieve self-sufficiency. Activities include child and adult day care child and adult abuse and neglect prevention, home-based services, and independent living services. States are entitled to their full share of the appropriated funds, and may use these funds to best suit the needs of the individuals residing within the State.

The bill includes $1,000,000,000 under title XX of the Social Security Act, for public investment in qualified empowerment zones and enterprise communities. Section 2007(b) of the Social Security Act waives the restrictions on program activities contained in section 2005 for these funds. Accordingly, the Committee expects that these funds will be used for the full range of activities necessary to revitalize distressed inner city and rural communities and to promote economic independence for low-level income families residing in the zones and communities. Such activities include both basic social services, such as primary health care services provided by entities such as community and migrant health centers, and services and programs that promote community and economic development. This latter category includes financial and technical assistance to revolving loan funds for small business administered by entities such as private nonprofit community development corporations and to other community development financial institutions such as community development loan funds and community development credit unions. It also includes transportation services to link workers to jobs, programs that promote affordable housing and homeownership, and job training, through programs such as Job Corps.
