Transition
All HQ Employees

Transition to the reorganized HQ structure begins Monday, August 23, 2004. The purpose of this note is to provide additional information about the transition.

The transition themes are:

  • Transition is not an event on 8/23/04, but a PROCESS over several months.
  • MINIMIZE disruption and CARRY-ON functions & services
  • Maintain CONTINUITY that is necessary to carry-on services while introducing INNOVATIONS envisioned in the reorganization plan
  • Smoothly BRIDGE to the new structure.

The Director has approved a schedule for announcing leadership vacancies that result from HQ reorganization. Announcements will be staged as follows:

  • First Round Announcements – OD and Office Directors (within 30 days)
  • Second Round Announcements – Division Directors (30-60 days)
  • Third Round Announcements – Other priority positions (30-120 days)

Many current management assignments carry over to the revised organization in a direct way. Like most other HQ employees, these managers will carry-on with substantially similar duties through the transition. While recruiting for permanent appointments under the IHS Merit Promotion Plan, the duties of new and altered management positions are temporarily assigned in an Acting Capacity to employees who have agreed to serve during the transition period.

Not all the technical details for transition are worked out yet (that’s why transition is a process, not an event). It is obvious that routine HQ procedures and work practices will not automatically convert on August 23, 2004. Many routine procedures such as accounting codes, ITAS, ARMS, etc., must be updated or revised to reflect reorganization. Conversion of many HQ procedures and practices is set for October 1 - a natural break point to begin fiscal year 2005.

I will continue to be available to discuss the overall transition project. HQ managers identified on the Leadership Assignments charts will be available to discuss any additional transition details that may be available for each specific HQ unit. I will forward by email new information as it becomes available.
