On 26 February 2004 the Department of the Army released its revised Army
Regulation 70-57, "Military - Civilian Technology Transfer"

regulation is a generic update of basic Army Technology Transfer policy,
superseding the 23 July 1991 edition, and among other changes, implementing
Department of Defense Directive 5535.3, "DoD Domestic Technology Transfer (T2)
Program http://www.dtic.mil/techtransit/refroom/tt_directive.pdf."
The new regulation also adds language to address export controls; establishes
the Deputy Assistant Secretary of the Army (Research and Technology) as the
appellate authority for patent licensing appeals, and spells out the appellate
procedure for licensing Army owned patents.
