Abstract:The National Drug Intelligence Center Information Support System encompasses all
centralized records of the National Drug Intelligence Center (NDIC). Records in this
system may contain, but are not limited to, personal identification data and any data that
may assist law enforcement agencies and agencies of the U.S. foreign intelligence
community in executing their responsibility with respect to counterdrug enforcement.
The NDIC Information Support System also maintains data which aids in the
administration of NDIC resources. Purpose:The purpose of this system is to allow NDIC to collect and consolidate information from
multiple sources, including law enforcement agencies and agencies of the U.S. foreign
intelligence community, in order to produce a more complete picture of the activities of
drug trafficking organizations and their memberships that any one such agency can produce
by itself. Records, both analytical and administrative, are maintained within this
system to allow NDIC the ability to fulfill its responsibilities to collect, analyze, and
coordinate multi-source drug intelligence data from all national security and enforcement
agencies. Access Constraints:The NDIC Information Support System is protected by both physical security methods and
dissemination access controls. Fundamental in all cases is that all access to
information is limited to those NDIC personnel or representatives of other agencies with a
demonstrated and lawful need to know the information in order to perform assigned
functions. The NDIC Information Support System is retained within a 24-hour guarded
facility that is secured by intruder alarms and other appropriate security devices. Use Constraints:All NDIC personnel authorized to access the NDIC Information Support System have successfully passed a background investigation, and access by such persons is limited to know in order to perform assigned tasks.
Agency Program:The National Drug Intelligence Center (NDIC), established in 1993, is a component of the U.S. Department of Justice and a member of the Intelligence Community. The General Counterdrug Intelligence Plan, signed by the President in February 2000, designated NDIC as the nation's principal center for strategic domestic counterdrug intelligence. NDIC has the following mission:
The NDIC Information Support System is the system of record used to
accomplish this mission. Sources of Data:The data contained within the NDIC Information Support System may be derived from
investigative and intelligence reports prepared by law enforcement agencies and agencies
of the U.S. foreign intelligence community, from documents, E-mails, word
processing, or other record media seized by
law enforcement agencies and made available to NDIC for exploitation, and from publicly
available information, such as medical reports and commercially acquired data bases. Responsible Office for Distributing Information(if different from originator): Same as Originator Order Process:A request for access to a record from the system will be made in writing with the
