Frequently Asked Questions


1. How can I search for and find information on specific topics in the guide? There are three ways search for information in the guide.

First, use the search engine. Simply enter your search criteria in the "Search For" box then click on the "Search" button and the search engine will return an indexed list of hits in the Acquisition Guide. You can then go (click on) directly to the page containing your search criteria. Your search criteria will be highlighted (in bold) in the body of the text in the document. If you would like to search other areas on the NAWCTSD CWS, you will find additional subject areas available under the "Subject" drop down box. This same capability also exists on the NAWCTSD internet search site.

Second, use the Find feature in your web browser. With this feature, searches can be conducted on any single file you currently have open. Find can be found under the Edit feature on the top menu bar.

Third, review the Acquisition Guide Site Map. This page is like a table of contents for the entire guide. Scroll through it or use the Find feature described above to find your information.

2. I'm looking at the Roadmap, now what? This process flow chart contains 23 (24 on intranet) clickable hot spots. You will notice that your cursor changes into a hand when it is over a hot spot. Find what you are interested in and click away!

For our customers, note that all programs will not go through all the steps in the roadmap. The roadmap can be entered and our expertise obtained anywhere in the process depending on your requirement.

3. I'm part of an IPT which must put together an acquisition package, where should I start? First check the Roadmap, acquisition packages page. There you find information on types of acquisition packages, contents required for each type of acquisition package and lots of information on how to create any of the documents that go into an acquisition package.

4. I am a contractor writing a proposal for a NAWCTSD contract, can the Acquisition Guide help? Many of our contracts are performance based contracts which use a Statement Of Objectives (SOO). Offerors are now required to submit with their proposals or as deliverables in the program, a Statement Of Work, a specification, and propose the data requirements tailored to their design approach. To assist in this, the guide provides generic SOWs, and specifications. For data, you can find lists of typical data purchased, blank DD Form 1423 and instructions for offerors on how to fill out the DD Form 1423s.

5. Some information appears to be in conflict with a NAWCTSD instruction, what should I do? In the instance of a direct conflict, please contact someone on the Acquisition Support Team for resolution. Since policy and guidance at NAWCTSD requires continuous updating, we will examine the instruction, identify the conflict(s), determine if any parts are still applicable, extract and maybe tailor these parts, and then incorporate that information into the guide. It is our objective to keep all acquisition policy instructions up to date and placed here on the Acquisition Guide.

6. If you would like to add information or make suggestions to improve the Acquisition Guide, contact the Acquisition Support Team. The purpose of this guide is to provide acquisition process information for NAWCTSD employees, our customers and industries that we do business with. In pursuit of that, we are always looking for additional acquisition process related information and for ways to make the guide better. Suggestions welcome from Government, customer and industry sources.

7. How often will the guide be updated? We are currently updating the guide about every three months with block upgrades which contain many changes. Some information is more time sensitive such as that contained within the Training section and some of the generic acquisition package documents which are available. With these sections we sometimes post smaller changes more frequently which get documented with the next block upgrade.
