bullet Training & Education

Formal training courses provide a rigorous background in the substance and methods of the planning process. The TPCB Program includes formal training in a broad range of transportation planning subjects. These sessions are geared to the needs of decisionmakers, transportation officials, professional staff, and FHWA and FTA field staff. New courses are being developed based on feedback from transportation professionals.

Transportation planning training courses are offered by the National Highway Institute (NHI), the National Transit Institute (NTI), The Federal Highway Administration (FHWA), Federal Transit Administration (FTA), the Travel Model Improvement Program (TMIP), and other organizations offering NHI, NTI, and FHWA recognized courses.

Selected NHI and NTI transportation planning courses are now eligible for American Institute of Certified Planner (AICP) and American Planning Association Continuing Education Credits. For more information contact the National Highway Institute (NHI) and the National Transit Institute (NTI).

Training Courses

The Transportation Planning Capacity Building Program is concerned not only with today's transportation professionals, but also with those of the future. FTA and FHWA are partnering with universities to advise them in the design of effective education at universities, junior/community colleges, and technical schools.

Academic Institutions

It is essential that the academic community be active participants in the TPCB program to:
  • Undertake appropriate changes in transportation planning education curricula to ensure the future availability of appropriately skilled transportation planners.
  • Incorporate research into undergraduate and graduate courses.
  • Develop continuing education programs that transfer cutting-edge research to transportation professionals as well as to the planning academic community.

Contracting
  • Overview of Transit Procurement for Senior Leadership (NTI)
    This half-day seminar offers senior leadership a better understanding of the rationale, functions, and general process of third party contracting for FTA grantees. It provides an overview of major elements of an acceptable procurement program and is designed to be presented in a conference setting.
  • Transit Procurement Contracting Series (NTI)
    These four courses are for those currently engaged in procurement for Federally funded transit agencies, such as contract administrators, project managers, procurement and contracting personnel wishing to improve their skills, transit suppliers, and FTA regional who review third-party contracting. Transit suppliers are encouraged to attend in order to understand the agency procurement function.
Disadvantaged Business Enterprises
  • Disadvantaged Business Enterprises (DBE), (NTI)
    This three-day course is designed to assist DBE transit agency staff and FTA regional staff with developing and implementing policies and procedures consistent with the U.S. Department of Transportation's (US DOT) revised DBE regulations and DOT guidelines. This course will provide a basic understanding and working knowledge of the USDOT DBE regulations and DOT guidance. Attendees will be provided with tools necessary to design and implement a DBE program for their organizations.
Financial Management
  • Financial Planning In Transportation (NTI)
    This course is intended for the planning staffs and financial analysts of transit operators, MPOs, and other governmental agencies (state DOT’s, cities, and counties who assist in the preparation of long-range transportation plans and transportation improvement programs.
  • Highway Program Financing (NHI #231013)
    This course covers the various aspects of Federal-aid highway financing unique to the FHWA program.
Grants
  • Administration of FHWA Planning Grants (NHI #151021)
    This course covers the responsibilities and relationships among Federal, State, and local agencies involved in administering FHWA planning grants to States and State subgrants to MPOs and local governments.

Community Design
  • Context Sensitive Solutions (NTI)
    This three day course educates professionals and citizen activists alike about how to incorporate a broad vision for transportation that addresses core environmental, cultural, aesthetic, social, and socio-economic concerns through a collaborative, open, and interdisciplinary planning process. From theory to practical tools, attendees will gain a better understanding of how to make this process work for their communities.
Community Impact Assessment
  • Community Impact Assessment Course (Under development Winter 2004)
    A how-to companion to FHWA's "Community Impact Assessment: A Quick Reference for Transportation" (the CIA small purple book). It will use everyday projects as examples and include an extensive reference of resources.
  • Community Impact Assessment Workshops (Under development Winter 2004)
    FHWA supports annual regional or national CIA workshops that focus on regional CIA issues and "how to" as opposed to CIA policy. These workshops are open to anyone but will be heavily attended by host-State staff, MPO's, resource agencies, and consultants.

    This two and a half day training program provides planning and project development professionals with the tools and techniques to effectively involve the public in transportation decisionmaking processes such as Major Investment Studies, Transportation Plans, Transportation Improvement Programs, and project development.

  • Air Quality Training Opportunities
    The FHWA with the Federal Transit Administration (FTA), US Environmental Protection Agency (EPA), and the Department of Energy offer four new air quality training opportunities. These courses were designed in response to the needs of both public and private entities, and cover a range of topics and levels of proficiency. Additionally, we provide information about related training opportunities offered in conjunction with National Highway Institute (NHI), National Transit Institute (NTI) and the FHWA Resource Center
  • Air Quality Workshops/Seminars (FHWA Resource Center Air Quality)
    Several workshops and seminars, of varying lengths, are available from the FHWA Resource Center’s Air Quality Team, including: Air Quality Analysis, Highway Traffic Noise Analysis, Introduction to Emission Factor and Micro-Scale Dispersion Modeling, Mobile Source Emissions Factor Modeling, Pollution Modeling, Pollution Dispersion Models and Transportation Air Quality Dispersion Modeling.
  • CMAQ Program: Purpose and Practice (NHI #142043)
    This course explains the underlying principles of the Congestion Mitigation and Air Quality Improvement (CMAQ) program and provides an overview of project planning, evaluation and selection practices. The information presented discusses CMAQ funding provisions, eligibility requirements, and the roles and responsibilities of those involved in the CMAQ project process. The course was designed for State and local transportation and air quality agency professionals involved in planning and selecting CMAQ projects to further their understanding of the program provisions.
  • Estimating Mobile Source Emissions (NHI #152071A)
    The focus of this training course is to develop the skills of planners and practitioners responsible for estimating mobile source emissions so that they can incorporate these techniques into practice in their areas. This course has been developed in coordination with the US Environmental Protection Agency (EPA).
  • Implications of Air Quality Planning for Transportation (NHI #142044)
    his course goes beyond the Federal statutes to explain how the integrated transportation and air quality planning process has been defined and reinforced over the past decade by regulations, guidance and litigation. It provides a context for the various statutory and regulatory requirements.
  • Introduction to Transportation/Air Quality Conformity (NTI)
    This course is developed for staff who are not familiar with the broad ramifications of the conformity process. The course presents basic information about conformity and the relationship of the transportation and air quality planning process in order to prepare agency staff to participate in interagency consultation and work effectively in resolving conformity issues.

Linking Planning and NEPA
  • Linking Planning and NEPA (Joint NHI #151041/NTI)
    The course will educate participants on the need for and benefits of integrating planning and environment. It will help them build a framework around a clear sequence of decisions made with the right information by the right people at each decision point. State DOT managers and managers of resource agencies are encouraged to sign up for the course and commit to integrating planning and NEPA.

    The course is offered in two complementary parts and requires participation of both transportation and resource agencies. The one-day Executive Seminar is aimed at upper level managers and directors of transportation and resource agencies (those managers and directors with responsibilities for transportation planning, environmental analyses, and/or project development). The three-day Manager’s Workshop is intended for the technical staff members. The Manager’s Workshop will culminate with the development of an Action Plan that identifies specific steps they will take to enhance the planning and project development process for their State or metropolitan area.   • Managing the Environmental Process for Federal Transit Projects (NTI)
    This course is intended for practitioners with some level of experience in the National Environmental Policy Act (NEPA) processes as well as other environmental laws, regulations, and policies that affect Federal transit programs. Course topics include management of the NEPA process and agency roles in environmental planning.
  • NEPA and Transportation Decision Making (NHI #142005)
    This course considers FHWA's policies and procedures for applying NEPA to the project development and decision making processes related to transportation facilities.

Noise
  • Highway Traffic Noise Analysis and Abatement (FHWA)
    This workshop provides a basic background of highway traffic noise and FHWA's noise regulations and addresses basic acoustics, regulations, noise measurement, highway traffic noise prediction, noise mitigation, construction noise, and documentation of noise analysis.

    This course covers access management along streets and highways and includes information from the 1996 National Conference on Access Management. General benefits, as well as the social, economic, political, and legal implications of access control are examined.

    This course provides a history and overview of ITS offering students a framework to allow them to place current issues and policies in context.
  • Introduction to Telecommunications Technology (CITE)
    This course is a primer on telecommunications for the ITS professional with little or no formal training in telecommunications.
  • ITS Deployment Analysis System (IDAS) (NHI #137041)
    This new course is a hands-on computer training session on the newly developed IDAS software. IDAS provides ITS sketch planning capability to calculate the relative costs and benefits of ITS investments.
  • ITS Public/Private Partnerships (NHI #137003)
    This course describes various types of public/private cooperative partnerships and presents models for cost sharing, shared deployment, and franchising.
  • ITS Software Acquisition (NHI #137019)
    This course provides a general understanding of the many issues involved in the development, management, and deployment of ITS software. The course will cover the many pitfalls on software projects, how to overcome these pitfalls, and the differences between software and other types of projects.
  • ITS Telecommunications Overview (NHI #137005)
    This course is designed to introduce ITS telecommunications to those who have little or no previous exposure to the issues surrounding the deployment and use of telecommunications infrastructure.
  • ITS for Transit: Applications, Costs, & Benefits (NTI)
    The purpose of this course is to provide transit agencies with an overview of ITS as well as providing a means of evaluating new technologies through cost/benefit analysis.
  • Managing Information for Success (NTI)
    This one-day overview course will assist transit General managers and senior transit managers with understanding and successful directing of ITS and information management initiatives within their organization.
  • Managing Traffic Incident & Roadway Emergencies (NHI #137026)
    This course covers guidelines that can be used by ITS professionals to assess and further their management and operations needs and practices.
  • Multimodal Traveler Information Systems (NTI)
    Applying an "intermodal" perspective, this course explores the mobility of people and examines the manner in which ITS technology can help solve the problems faced by the users, and by the agencies that serve those users.
  • Regional ITS Architecture: Planning Perspective (FHWA Resource Center ITS)
    Provides an overview of the requirements for the establishment and maintenance of Regional ITS Architectures, the role of MPOs, and the links to the planning process.
  • Regional ITS Architecture Process Seminar (FHWA Resource Center ITS)
    Targeted for regions that will be developing a regional ITS architecture, this is an interactive seminar that equips the stakeholders with the information they need to develop their own regional ITS architecture. The seminar will focus on the six-step process described in the Regional ITS Architecture Guidance Document for developing, using and maintaining a regional ITS architecture. The seminar will address both technical and institutional issues that may be encountered during the development process.
  • Regional ITS Architecture Process Workshop (FHWA Resource Center ITS)
    Targeted for regions that will be developing a regional ITS architecture, this is an interactive workshop that equips the stakeholders with a customized, draft Action Plan to guide them through the process in their region. This seminar addresses both technical and institutional issues that may be encountered during the regional ITS architecture development process.
  • Rural ITS (NTI)
    This course provides transit and health and human services agencies with an overview of ITS and the costs and benefits of applying ITS to transit agencies in rural areas. The use of technologies is emphasized to improve operations, customer service, maintenance, and management.
  • Transportation Management (CITE)
    This course will prepare students to define functional requirements for the procurement or design of a transportation management system.
  • Using Your Regional ITS Architecture Seminar (FHWA Resource Center ITS)
    Tailored to each area’s architecture and FHWA oversight process, provides an overview of how elements of the regional ITS architecture can be used in the transportation planning process, ITS project development process and an overview of the regional ITS architecture maintenance process.

    The purpose of this three-day training is to identify and disseminate the most useful information, evidence, tools, and techniques for integrating transportation and land use planning that are currently available.
  • Forecasting Land Use Activity Seminar (TMIP-FHWA)
    Offered through the Travel Model Improvement Program, explains and demonstrates methods and data sources for forecasting the nature and amount of land using activities, specifically, population, dwelling units, basic employment and services employment.

    This course is designed to increase awareness among transit operators of the Commuter Benefit Program as well as give advice on implementing such a program in a transit agency's service area. This course for MPOs, TMAs, DOTs, and planning agencies is offered in two parts: a two-hour executive seminar and a two-day staff workshop.

    Tailored to audience requirements (length and topics), provides an overview of the Census Transportation Planning Package (CTPP) 2000, its special tabulations from the decennial census survey, its uses and applications for transportation planning.
  • Development and Implementation of Travel Surveys (NHI 151034 – Under Revision)
    Provides an overview of the development and implementation of the most common types of travel surveys, including: household travel and activity, vehicle intercept, transit on-board, commercial vehicle, work place and establishment, special generator, hotel/visitor, and parking surveys.
  • Financial Analysis System – Highways (FASH) Workshop
    Tailored to Federal, State and local finance data providers and users to demonstrate data entry and the submittal process. The tool is used by data providers for data quality initiatives for use by FHWA, Congress and the public. FASH is a data base management system that captures the overall financial status of a state’s highway program.
  • Highway Information Seminar (Under development – Available Late 2004)
    Tailored to Federal, State, and local data providers and users to inform and discuss critical data issues including the reauthorized Federal-aid highway program, data quality, data quality initiatives, and software improvements. Data areas include HPMS, travel monitoring, motor fuel, highway finance, drivers’ licenses, vehicle registrations, and NHTS.
  • HPMS Data Collection Workshop (Underdevelopment: Available 2005)
    Discusses the latest issues in HPMS focusing on methods, procedures, and processes used for data collection and the interpretation of the Field Manual on coding data items. State and local applications of HPMS data may also be discussed. Audience is FHWA Division Planners, State HPMS coordinators, MPOs and local agencies, and consultants.
  • HPMS Software Workshop (Under development – Available Spring 2005)
    Provide in depth technical hands on training for the HPMS Submittal Software. Topics include the HPMS submittal and review process using the HPMS Software as a tool. The intended audience is FHWA Division planners and state DOT HPMS coordinators.
  • Motor Fuel Workshops (Under Development)
    Tailored to Federal, State, and local motor fuel data providers and users to inform and discuss critical issues in data accuracy and attribution.
  • Overview of Planning Data Seminar (FHWA Resource Center Planning)
    Tailored to audience requirements (length and topics), provides an overview of major Census data sources, their current availability and future plans, and how they can be used for transportation planning.
  • Traffic Monitoring Guide Training Course (NHI 151018 – Under Revision – Available Winter 2004-05)
    This NHI course provides an overview of the collection and application of traffic data including traffic volume, vehicle classification, and truck weight, and is available for state DOT, MPO, FHWA and consultant participants. The course will be held at 2-3 locations yet to be determined.

    This seminar attempts to communicate to travel modeling professionals some of the activity and tour-based modeling procedures developed by their colleagues around the U.S. and abroad, as well as promising techniques that have been or are being researched.
  • Advanced Urban Travel Demand Forecasting for Large Urban Areas (NHI #152060) Under Development - Available Spring 2005
    Provides an overview of advanced practices for travel demand modeling at the system level for large urban areas. Reviews innovative procedures and methodologies to estimate demand impacts of a broad range of multimodal infrastructure investment and transportation/land use policy options for system planning.

  • Forecasting Land Use Activity Seminar (TMIP-FHWA)
    This course explains and demonstrates methods and data sources for forecasting the nature and amount of land using activities, specifically, population, dwelling units, basic employment and services employment.
  • Introduction to Urban Travel Demand Forecasting (NHI #152054 & TMIP-FHWA)
    This four-day introductory course provides an overview of the traditional four-step planning process of trip generation, trip distribution, mode choice and traffic assignment. Also reviews the development of land use forecasts, network and zone structures and use of Geographic Information Systems.
  • Model Validation, Calibration and Reasonableness Checking
    This is a one-day non-computerized seminar with manual workshop. The seminar focuses on the process and procedures for estimating, calibrating and validating regional travel forecasting models. For each step in the modeling process: the instructor will describe calibration, validation, and reasonableness checks. The instructor also describes useful local, state and national data.
  • Multimodal Transportation Forecasting (NTI)
    This course teaches basic multimodal concepts, principles of good practice, and methods to integrate technical information into the decision-making process. The course encourages practitioners to use innovative modeling approaches that advance the state-of-the-art and assists managers in determining appropriate staff, resources, and training in this area.
