A rotation is a short-term developmental assignment. By participating in rotations, Presidential Management Fellows (PMFs) can gain management experience, work in a different occupational field, or learn about a program function from another perspective. A rotation can take you to another branch, division, office, program, or even another agency or branch of Government. The frequency and duration of rotations during a PMF's two year fellowship will vary greatly from agency to agency.

Agencies are to provide Fellows with at least one rotational assignment during their fellowship to another functional area, made at the discretion of the agency. PMFs are encouraged to be flexible and to have reasonable expectations regarding rotational opportunities.

Rotations are generally free to the agency or office sponsoring the PMF rotation. Since the agency and supervisor will be without the PMFs services during the rotational assignment, but will be still paying their salary, PMFs need to understand the agency's and office's position on rotations from the start. PMFs are encouraged to inquire about and discuss an agency's rotation policy at the job fair and in subsequent interviews, prior to accepting an agency offer.

PMFs are required to go through their agency-specific clearance procedures before pursuing rotational assignments. Some agencies require approval at the level of the Office of the Secretary for rotations outside the agency. It is the PMF's responsibility to initiate the approval process, if required by their agency, before they make contacts or agreements to go on these assignments.
