The printing sector is a very diversified industry sector composed of firms who perform printing as well as firms who render services for the printing trade, such as platemaking and bookbinding. The industry is comprised of firms engaged in printing by one or more common processes, such as lithography, letterpress, flexography, gravure, and screen printing. The Department of Commerce formerly classified this industry under the 1987 Standard Industrial Classification code 27; the sector is now classified under the 1997 North American Industry Classification System Exit EPA disclaimer as 323, 511, and 512.

Under cooperative agreements with EPA, the states of Minnesota, Missouri and New Hampshire have initiated PrintSTEP pilot programs which allow printers to enter into a single enforceable agreement covering multi-media requirements and make certain process modifications without permit revisions.
