Each Head Start program undergoes a Federal monitoring review process once every three
years. The Program Review Instrument for Systems Monitoring (PRISM) software assists
Federal Team Leaders and Head Start reviewers in organizing and recording their findings
during these reviews. Reviewers can use PRISM to generate reports which summarize their
findings. Data from the reviews is then compiled at the Regional and National level to
determine training and technical assistance needs and generate reports for Congress. PRISM
includes the text of the performance standards within the software and allows users to
search the standards by keyword. AIR provides technical support for reviewers by
conducting training sessions, accompanying reviewers in the field and operating a
technical support hotline.
