2004 P2 Grant FR Notice of Availability
April 9, 2004
Under the authority of the Pollution Prevention Act of 1990, EPA plans
to award $5 million in pollution prevention grants to the States, Tribes,
and Intertribal Consortia in FY 2004 for prevention activities during
FY 2005. These grant dollars are targeted at State and Tribal technical
assistance programs that address the reduction or elimination of pollution
by businesses across all environmental media: air, land, and water. Since
the inception of the grant program, EPA has awarded approximately $80
million. The goal of this grant program is to assist businesses and industries
in identifying better environmental strategies and solutions for reducing
waste at the source. This year, in order to achieve regional and preferably,
national impact, the regions are encouraging grant applicants to replicate
prior P2 grant projects which have demonstrated a measurable environmental
impact. Each region will have the flexibility of selecting at least one
project, which demonstrates a measurable impact. In addition, this year,
EPA, more prominently emphasizes measurement as one of the National program
criteria used in evaluating grant applications.

Pollution Prevention Grant Programs
EPA sponsors three grant programs that specifically promote P2 activities.
While it is the policy of the Agency to encourage pollution prevention
in all of the grant programs sponsored under other EPA offices, the Office
of Prevention, Pesticides and Toxic Substances is responsible for the
following grant programs:
The Pollution Prevention Grant Program is
announced each year in the Federal Register. EPA provides about $5 million
annually through P2 Grants to help develop and sustain state P2 program
activities and pioneer new P2 approaches in the states.
The Pollution Prevention Information Network
(PPIN) competition was initiated in 1997 to promote sharing P2 technical
assistance information, references and training expertise among states.
Each year EPA provides about $1 million to support ongoing work and development
of new P2 technical assistance services or P2 information resources. The
Regional centers receiving these grants now call themselves the Pollution
Prevention Resource Exchange (P2Rx).
The Source
Reduction Grant Program competition was initiated in 2003, when EPA
published a solicitation to fund national and regional grants and cooperative
agreements, based upon source reduction/pollution prevention principles.
Additional funds were also available for grant projects that directly
support the Persistent, Bioaccumulative and Toxics (PBT) Program.

The Environmental Justice
through Pollution Prevention (EJP2) grant program was initiated in
FY 1995. Through the end of 1997, EPA issued more than $10 million to
help dozens of community-based groups across the nation develop collaborative
approaches to achieve environmental justice through pollution prevention.
2001 was the last year this program was funded.
