2004 P2 State grant summaries

The EPA welcomes you to Pollution Prevention Week 2004. For more than a decade now, federal, state and local governments have taken part in the annual P2 Week in September as a way to increase awareness of one of the fastest growing environmental practices around: pollution prevention (P2).

2004 Pollution Prevention Internship Program - Request for Applications
July 2004
In accordance with EPA's competition policy for awarding assistance agreements, the Agency is issuing a formal solicitation notice to fund an internship opportunity in EPA's Office of Pollution Prevention and Toxics (OPPT). The Program Office expects to have approximately $70,000 available in fiscal year 2005 to fund 2 interns to support source reduction/pollution prevention and resource conservation activities in under served communities.

Four Purchasing Guides available for open comment
June 30, 2004
EPA's Environmentally Preferable Purchasing (EPP) program has announced the posting and public review of four draft EPP guides on EPA's electronic public docket and comment system, EPA Dockets. The four product guides now available for review are:

1. ``Greening Your Purchase of Carpet: A Guide For Federal Purchasers.''
2. ``Greening Your Purchase of Cleaning Products: A Guide For Federal Purchasers.''
3. ``Greening Your Purchase of Copiers: A Guide For Federal Purchasers.''
4. ``Greening Your Meetings and Conferences: A Guide For Federal Purchasers.''

This is part of an effort to implement Presidential Executive Order 13101, ``Greening the Government Through Waste Prevention, Recycling and Federal Acquisition.''

The review period is 60 days from June 30. Comments, identified by docket ID number OPPT-2002-0039, must be received on or before August 30, 2004. Here is the Federal Register notice announcing the open comment period. PDF and Text

2004 P2 Grant FR Notice of Availability
April 9, 2004
Under the authority of the Pollution Prevention Act of 1990, EPA plans to award $5 million in pollution prevention grants to the States, Tribes, and Intertribal Consortia in FY 2004 for prevention activities during FY 2005. These grant dollars are targeted at State and Tribal technical assistance programs that address the reduction or elimination of pollution by businesses across all environmental media: air, land, and water. Since the inception of the grant program, EPA has awarded approximately $80 million. The goal of this grant program is to assist businesses and industries in identifying better environmental strategies and solutions for reducing waste at the source. This year, in order to achieve regional and preferably, national impact, the regions are encouraging grant applicants to replicate prior P2 grant projects which have demonstrated a measurable environmental impact. Each region will have the flexibility of selecting at least one project, which demonstrates a measurable impact. In addition, this year, EPA, more prominently emphasizes measurement as one of the National program criteria used in evaluating grant applications.

2004 RFP for Pollution Prevention Information Network
March 31, 2004
EPA’s Office of Pollution Prevention and Toxics expects to have approximately $1 million available in fiscal year 2004 to fund the Pollution Prevention Information Network (PPIN). The Pollution Prevention Act of 1990 provides for funding States to strengthen the efficiency and effectiveness of State technical assistance programs in providing source reduction information to businesses. Proposals should describe how the applicant will work as part of a collective nationwide service, promoting pollution prevention practices and technologies. Applicants must publicly report use of their services and utilize State and Local representatives to guide and evaluate their services. Applicants must be an agency or instrumentality of a State (including State universities) or any territory or possession of the United States. Federally recognized Indian tribes or intertribal consortia that meet the requirement for treatment in a manner similar to a State may also apply. Cooperative agreements will be awarded under the authority of the Pollution Prevention Act of 1990.

EPA's Office of Pollution Prevention and Toxics (OPPT) and EPA's Regional P2 Programs expect to have approximately $1 million available in fiscal year 2004 to fund approximately sixty-five assistance agreement proposals supporting source reduction/pollution prevention activities.
