• 30 CFR Part 602; 43 CFR Part 3195--Helium Contracts (Federal Register, 12/3/98, 63 FR 66760-66762).  This final rule implements the requirements of the Helium Privatization Act of 1996 by establishing procedures for the helium program, defining the obligations of the Federal helium suppliers and users, and removing the Bureau of Mines regulations governing helium distribution contracts.

• 43 CFR Subpart 2200--National Forest Exchanges (Federal Register, 4/30/98, 63 FR 23680-23682).  This final rule removes 43 CFR subpart 2202 in its entirety, and revises section 2201.1-2(a) to include a statement about segregative effect. Subpart 2202 contains material that is substantially covered by BLM's general Exchange regulations at 43 CFR 2201.

• 43 CFR Parts 2200, 2210, 2240, 2250, and 2270--Exchanges: General Procedures--State Exchanges; National Park Exchanges; Wildlife Refuge Exchanges; Miscellaneous Exchanges (Federal Register, 10/1/98, 63 FR 52615-52617). This final rule deletes 43 CFR subpart 2202 because it duplicates material contained in BLM's general exchange regulations and the Forest Service's land exchange regulations at 36 CFR 254. BLM also will extend the provisions of its general exchange regulations to National Forest System lands.

• 43 CFR Subpart 2780: Special Areas--State Irrigation Districts (Federal Register, 9/30/98, 63 FR 52185-52186). This final rule removes the establishment and operation of State irrigation districts from the regulations and relocate necessary provisions in the BLM Manual.

• 43 CFR Parts 3100, 3150, 3160, 3180, 3200, 3500, 3510, 3520, 3530, 3540, 3550, 3580, 3590, 3600, 3800, 3860--Public Availability of Mineral Resources Information (Federal Register, 10/1/98, 63 FR 52945-52955). This final rule removes conflicts between existing mineral regulations relating to public availability of mineral resources information and the Freedom of Information Act. The rule will also remove discrepancies among the various mineral regulations regarding public release of information.

• 43 CFR Parts 3200, 3210, 3220, 3240, 3250, and 3260--Geothermal Resources Leasing and Operations  [pdf] Federal Register, 9/30/98, 63 FR 52355-52391). This final rule--
  • Reduces and streamlines permitting and informational requirements, provide BLM maximum decisionmaking flexibility on permit applications and processing;
  • Accommodates the full range of potential geothermal operations and development scenarios;
  • Provides industry with greater flexibility in submitting applications. It will also provide more specific permit application information to allow more consistent interpretation of requirements by BLM and industry.

• 43 CFR Subpart 4200--Grazing Administration; Alaska; Livestock (Federal Register, 9/29/98, 63 FR 51853-51855). This final rule removes obsolete regulations.

• 43 CFR Subpart 4300--Grazing Administration; Alaska; Reindeer; General (Federal Register, 10/16/98, 63 FR 55548-55553). This final rule converts the current regulations into plain English. No changes are made in the legal or policy content of the regulations.

• 43 CFR Subpart 4700--Wild Horse and Burro Adoptions; Power of Attorney (Federal Register, 4/15/98, 63 FR 18338-18340). This final rule provides authority to increase adoption fees for wild horses and burros that have a higher market value due to their herd area and/or other characteristic or trait.

• 43 CFR Subpart 5040--Sustained-Yield Forest Units (Federal Register, 3/18/98, 63 FR 13130-13132). This final rule amends part 5040 by removing obsolete sections and rewriting the remaining sections in plain English.
