OHAP Mission and Functions
Mission
The Office of HIV/AIDS Policy (OHAP) advises the Assistant Secretary for Health and senior HHS officials on: the appropriate and timely implementation and development of HIV/AIDS policy; the establishment of priorities; and the solid implementation of HIV/AIDS programs, activities, and initiatives across other HHS Health Agencies. Major Functions - Advising the Secretary and Assistant Secretary for Health on all HIV/AIDS-related scientific
and policy matters, such as new developments and program activities within the areas of research, HIV prevention, HIV care and treatment, budget development and ensuring the effective and accountable management of all the Department’s HIV/AIDS programs; - Advising the Secretary and senior HHS leadership on the establishment of critical
Departmental priorities in order to build a strong, comprehensive national response to the HIV epidemic, and on effective action in response to the global AIDS epidemic; - Promoting coordination and collaboration among all HHS agencies to maximize the
effectiveness of policy and program efforts within the areas of HIV surveillance and prevention, the provision of health care and services, substance abuse prevention and treatment, research, the development and testing of new drugs, training of health professionals, and publicly funded insurance programs; and - Serving as the focal point for HIV/AIDS activities within HHS, and as a liaison with external
professional, governmental, private, and nonprofit organizations, community-based organizations, and consumer groups, as well as other Federal departments and agencies to inform and advise on appropriate measures for addressing HIV/AIDS consistent with their organization’s functional responsibilities. Select key activities under OHAP leadership includes the supervision and consultation of The Leadership Campaign on AIDS, the Minority AIDS Initiative, and the Rapid Assessment, Response, and Evaluation Project.
