ORO Mission

The Office of Regional Operations (ORO) advises the Assistant Secretary on all strategic and operational activities related to implementation of the agency's programs at the regional level. ORO consists of a headquarters office and ten regional offices that serve states, territories, tribes, and other grantees in their geographical areas.

Regional offices oversee the administration of programs, which include: Temporary Assistance for Needy Families (TANF), Tribal TANF, Head Start, Child Support Enforcement, Foster Care, Child Welfare, Adoption Assistance, Child Care, Runaway and Homeless Youth and Developmental Disabilities. The regions guide the programmatic and financial management of ACF programs in their jurisdictions and provide assistance, resources, and information to the various entities responsible for administering these programs. Regional offices represent ACF to state, county, city, and tribal governments, grantees, and public and private organizations.
