This page provides welfare-related reports, issue briefs and fact sheets produced by public agencies and private organizations that may be of assistance to you in implementing the Temporary Assistance for Needy Families (TANF) program, or in providing services to help welfare recipients achieve self-sufficiency. Many resources highlight various provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA).

Resources have been grouped by welfare policy topic area, and are listed with the most recent document first, to facilitate your search. This listing is not comprehensive, rather it is a subset of welfare-related documents. This list does not reflect our endorsement of the organizations, their products, or services.

Administration for Children and Families' (ACF) Office of Public Affairs (OPA) Press Releases
…provides resources on the most up-to-date topics and issues of the Department of Health & Human Services' Administration for Children and Families.

Community Based Services
…provides resources on how community based organizations - such as employers, non-profits, and faith-based organizations - can become involved in welfare reform.

Employment
…provides resources related to employment strategies such as job creation, attainment, training, retention, advancement and wage progression.

Family Formation and Stabilization
…provides resources on the role of family formation and stabilization in moving families from welfare to self-sufficiency.

Hard to Serve/Multi-Barriers
…provides resources related to those who are hard to employ and/or those experiencing barriers to self-sufficiency.

Low-Income Populations
…provides resources on low-income populations who are financially eligible for, but do not currently receive, TANF. Examples include those who have left TANF due to employment or sanctions.
