The NCID Office of Extramural Research (OER)
was established in August 2002 with Dr. William Jarvis appointed
as its first Director. Currently OER is guided by Director
Dr. Brian Mahy and serves as the focal point for policies and
guidelines for extramural research grant administration.
Agencies
throughout the Federal Government have been called upon to be
more accountable and transparent in expending of extramural funding
and to allocate extramural resources based on free and open competition.
Rigorous, independent peer review has become the standard for
the evaluation of extramural research and CDC has established
a policy requiring the peer review of all extramural research
applications by fiscal year 2006. The OER staff collaborates
with NCID senior staff in setting research priorities that are
relevant to public health needs as a key factor in determining
areas of research support. OER is also responsible for NCID’s
peer review process and o nce peer review occurs, and funding decisions
are made, performance is monitored on a regular basis. OER provides
a program administrator to review performance of grantees and take
follow-up actions when necessary.
In September 2002, a CDC policy was implemented stating all CDC
extramural research awarded on or after October 1, 2005 is subject
to peer review, and requires CDC centers, institutes, and offices
(CIOs) to report on levels of extramural funding and use of peer
review within each CIO. OER monitors the compliance to the policy
(report data), reports compliance to NCID, Office of the Director
and CDC, Office of the Director. OER also works to assure a firewall
between intramural and extramural research programs and staff exists
within NCID.
