NOTICE 16471 DEVELOPMENT OF HAZARDOUS SUBSTANCE
RESPONSE PLANNING CRITERIA WITHIN AREA CONTINGENCY PLANS (ACPs) This Notice provides
guidelines for the preparation of a hazardous substance response annex to all Area
Contingency Plans (ACPs) required by reference (a). The information contained in this
annex will add value to the ACP and enhance the response community's ability to manage
responses to hazardous substance releases and successfully abate such releases in the
marine environment.

- OSRO Guidelines The National Strike Force Coordination Center has published
NEW guidelines for conducting the Coast Guard's Oil Spill Removal Organization
(OSRO) program. Follow this link for the latest information from the
NSFCC.
- Classifications
Issued.
The following matrix lists all classifications
that have been issued to date under the January 7, 2000 revision of
the Oil Spill Removal Organization (OSRO) program. These classifications
remain in effect until the current classification program can be modified
to capture the necessary additional information required under the new
OSRO Guidelines. OSROs are classified according to Coast Guard Captain
of the Port (COTP) zones. Because of the necessity to issue a classification
based upon a specific location, an OSRO's actual capability to respond
within a COTP zone may vary in relation to its classification. Plan
holders are reminded that they must factor their geographic location
and their specific response requirements into the planning process when
they are evaluating OSRO coverage.

- Oil Pollution Research And
Technology Plan By The Interagency Coordinating
Committee On Oil Pollution Research. Title VII of the Oil Pollution Act of 1990 (OPA 90)
established the thirteen member Interagency Coordinating Committee on Oil Pollution
Research (Committee). The Committee is charged with coordinating a comprehensive program
of research, technology development, and demonstration among federal agencies in
cooperation with industry, universities, research institutions, state governments and
other countries. This responsibility includes preparation of an Oil Pollution Research and
Technology Plan, which the Committee prepared and submitted to Congress in April 1992. At
the same time, the Committee also provided a copy of the plan to the Marine Board of the
National Research Council (Marine Board) for review and comment as required by the OPA 90.
Upon review, the Marine Board recommended the plan be revised using a framework that
addresses spill prevention, human factors, and the field testing/demonstration of
developed response technologies. This updated version of the plan incorporates these

- Incident Specific Preparedness Review (ISPR) Of The Response To The Oil Spill Resulting From The Leakage Of
Diluent Oil From The Shorelines Of Guadalupe Beach, Ca. Under the direction of a Unified
Command, responders undertook a massive project to eliminate the threat of a substantial
release of oil into the marine environment near Guadalupe Beach, California. This highly
successful operational response presented difficult and complex challenges to all parties.
The Area Contingency Plan preparedness process required by the Oil Pollution Act of 1990
(OPA) contributed directly to the effective use of all available resources.
- Incident Specific Preparedness Review (ISPR) Of The Response To The Oil Spill Resulting From The
Grounding Of The Tank Barge North Cape In Block Island Sound Off Point Judith, Rhode
Island On 19 January 1996.
- Incident Specific Preparedness Review (ISPR) Of The Response To The Houston Oil Spill -- During the
period 9-21 October, 1994, the remnants of Hurricane Rosa brought significant rainfall to
the San Jacinto River Basin causing severe flooding of the waterways in the Houston, TX
area. Thirty-six counties were declared disaster areas by the Governor. On 20 and 21
October 1994, four pipelines crossing the San Jacinto River failed due to scouring of the
supporting soil. Broken were: a 40" gasoline pipeline, a 36" diesel fuel
pipeline, a 12" natural gas pipeline, and a 20" light crude oil line. The lines
were owned by three different companies, Texaco, Colonial Pipeline and Valero. As the
gasoline found ignition sources, fires and explosions quickly followed. Houses, office
buildings, boats, cars and barges were damaged or destroyed by the fires.
