Issuance Status

The following links take you to maps and related data tables showing how many title V permits have been issued in each state or local area. These tables include statistics on each permitting authority’s progress in issuing all initial title V permits.

The first set of maps and related tables, Title V Permit Issuance Status, shows how many sources have received and are expected to receive title V operating permits for each approved program in the United States.

The second set of maps and tables, Title V Related Permit Issuance Status, shows the same information but adds in permits that sources take to avoid becoming subject to title V permitting (the so-called “synthetic minor permits.”).

On March 29, 2002 EPA's Office of Inspector General (OIG) issued a report entitled "EPA and State Progress In Issuing Title V Permits." (PDF 121KB) This report identified concerns with permit issuance and recommended corrective actions.

On July 11, 2002 EPA's Office of Air & Radiation (OAR) issued an official response to the OIG's report. The Response Letter (PDF 11KB) and Action Plan (PDF 21KB) describe steps that OAR will take to monitor title V permit issuance by States and efforts to help States improve issuance rates.
