NCATS Announces the ASPIRE Design Challenges

December 19, 2018

The National Center for Advancing Translational Sciences (NCATS) has recently announced the A Specialized Platform for Innovative Research Exploration (ASPIRE) Design Challenges for translational innovation in pain, opioid use disorder (OUD) and overdose.  The goal of these challenges is to develop innovative and catalytic approaches towards solving the opioid crisis through development of (1) novel chemistries; (2) data-mining and analysis tools and technologies; and (3) biological assays that will revolutionize discovery, development and pre-clinical testing of next generation, safer and non-addictive analgesics to treat pain, as well as new treatments for opioid use disorder (OUD) and overdose.

The NCATS ASPIRE Challenges are part of the NIH’s Helping to End Addiction Long-term (HEAL) Initiative to speed scientific solutions to the national opioid public health crisis.

The Challenge begins December 31, 2018 and proposals are due May 31, 2019.

The 2019 SBIR Entrepreneurial Finance Course

With the goal of bringing life-saving innovations to market, NIH SBIR/STTR funding provides early-stage seed capital to US-owned small businesses.

The National Institute of Biomedical Imaging and Bioengineering (NIBIB) has developed a new video course, Entrepreneurial Finance for Biomedical Innovators,to help researchers learn how financial planning can help navigate and mitigate risks for small businesses and can enhance chances of success along the pathway to commercialization. The videos are presented by Rana K. Gupta, Director of Faculty Entrepreneurship at Boston University, where he works with faculty to help them develop plans to match their technology commercialization and entrepreneurial objectives.

The purpose of this course is to present biomedical entrepreneurs with a detailed framework for building a step-wise, validated financial plan. The primary learning objectives for this course are to:

  • Understand the importance of financial planning for your small business
  • Gain perspective on SBIR/STTR funding within the broader context of your financial plan
  • Learn practical approaches to developing a long-term financial plan
  • Evaluate the various sources of funding
  • Examine the use of comparables in validating your financial plan

 The National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) is Accepting Phase I SBIR Applications!

The Administration for Community Living invites Phase I applications for the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) FY2019 Small Business Innovation Research (SBIR) Program. (For clarity, there will not be a solicitation for Phase I Small Business Technology Transfer (STTR) awards.)

All SBIR projects funded by NIDILRR must address the needs of individuals with disabilities (see 29 U.S.C. 760). The scientific and technical merit of the proposed research/research and development (R/R&D) is the primary concern for all projects supported by NIDILRR. A DUNS number is required to apply, if you do not have a DUNS number, apply for one as soon as possible on the Dun & Bradstreet website. There is a specific registration for U.S. Government Contractor and Grantees, which can be reached directly here.   

If you are looking for assistance in preparing your grant and contract applications, there are technical assistance providers, in the form of Federal and State Technology (FAST) partners and Life Sciences Contacts, which are organized by state.

The NIH SBIR Direct-to-Phase II Authority has been Reinstated!

Recent legislation has re-instated the SBIR Direct-to-Phase II provision authorizing the NIH to ‘issue a Phase II award to a small business concern that did not receive a Phase I award for that research/research & development' through Fiscal Year 2022.  

The SBIR Direct-to-Phase II authority is not available to the STTR program and not available for the CDC, FDA, and ACL SBIR programs.

As such, NIH is re-implementing the SBIR Direct-to-Phase II program.  The prior program had specific SBIR Direct-to-Phase II funding opportunity announcements (FOAs). The transition to FORMS-E earlier this year now allows NIH to track SBIR Direct-to-Phase II applications at the Application level, as there is a new check-box on the SBIR/STTR Information Form for Direct Phase II.

As a result of this, NIH does not need to issue separate SBIR Direct-to-Phase II FOAs as before but can offer Direct-to-Phase II as an allowable Application Type on any SBIR FOA. SBIR Direct-to-Phase II application are 'New' submissions and are not Renewals.

NIH is therefore amending its two SBIR Omnibus FOAs to allow SBIR Direct-to-Phase II submissions per below:

1. PA-18-573 PHS 2018-02 Omnibus Solicitation of the NIH for Small Business Innovation Research Grant Applications (Parent SBIR [R43/R44] Clinical Trial Required)

2. PA-18-574 PHS 2018-02 Omnibus Solicitation of the NIH, CDC, and FDA for Small Business Innovation Research Grant Applications (Parent SBIR [R43/R44] Clinical Trial Not Allowed)

Other targeted SBIR FOAs issued by NIH Institutes and Centers may be modified in the future to also allow SBIR Direct-to-Phase II submissions on a FOA by FOA basis at the issuing Institute's/Center's discretion.

NIH strongly encourages small businesses to contact the appropriate Institute or Center early in their application planning process to ensure their technology is of priority to the Institute/Center.

An updated SBIR/STTR Application Guide with additional instructions for SBIR Direct Phase II application preparation and submission will be posted by November 26, 2018.

HHS is proud to announce the launch of the Niche Assessment Program for the 2018-2019 program year. Designed to help small businesses strategically position their technology in the marketplace, Niche provides an in-depth report on potential applications of participants’ technology. All active HHS (NIH, CDC, and FDA) SBIR/STTR Phase I awardees and Phase I Fast-Track awardees (by grant or contract) are eligible to apply. Registration is on a first come, first serve basis!

The Niche Assessment Program provides market insight and data that can be used to help small businesses strategically position their technology in the marketplace. The results of this program can help small businesses develop their commercialization plan for their Phase II application, and be exposed to potential partners. Services are provided by Foresight Science & Technology of Providence, RI.

Technology Niche Analyses® (TNA®) are provided by Foresight, for two hundred (200), HHS SBIR/STTR Phase I awardees. These analyses assess potential applications for a technology and then for one viable application, it provides an assessment of the:

  1. Needs and concerns of end-users;
  2. Competing technologies and competing products;
  3. Competitive advantage of the SBIR/STTR-developed technology;
  4. Market size and potential market share (may include national and/or global markets);
  5. Barriers to market entry (may include, but is not limited to pricing, competition, government regulations, manufacturing challenges, capital requirements, etc.);
  6. Market drivers;
  7. Status of market and industry trends;
  8. Potential customers, licensees, investors, or other commercialization partners; and,
  9. The price customers are likely to pay.

Each participant receives an in-depth report of Foresight's findings. The small business can often use this information in their commercialization plan, which is part of their Phase II SBIR/STTR application.

An amendment has been published with the purpose of responding to questions submitted by interested parties to gain better understanding of the 2018 NIH/CDC SBIR Contract Solicitation (PHS 2019-1), released July 18, 2018. All proposals are due by October 22, 2018, 5:00 PM EDT.

The Questions and Answers (Q&A) Amendment includes questions from the HHS SBIR Contract webinar and questions that were submitted to the HHS SBIR contracting officers. The point of contact information for a CDC Contracting Officer has also been updated, along with a revision to the Phase II Budget associated with NIAID Topic 074.

The National Institutes of Health (NIH) is excited to announce funding for administrative supplements for active SBIR/STTR awardees to improve the diversity of the research workforce. These supplements will allow for the recruitment and compensation of students, postdoctorates, and eligible investigators from groups that have been shown to be underrepresented in health-related research or in the SBIR/STTR program.

What is an administrative supplement?
An administrative supplement is a noncompeting award (evaluated by NIH staff, not peer review) that provides additional funding to a currently funded grant to meet increased costs that are within the scope of the approved project, but that were unforeseen when the new or competing renewal application was awarded.

We are seeking public comment from individuals in the Alzheimer's disease (AD) and related dementias (ADRD) communities to share their feelings and ideas on AD-related technologies and solutions for a new prize competition.

The National Institute on Aging (NIA) has been planning an Exceptional Unconventional Research Enabling Knowledge Acceleration (EUREKA) prize competition for Alzheimer's and related dementias (AD/ADRD) research, as part of the implementation of the 21st Century Cures Act.  At the end of 2017, a Request for Information was released to collect input surrounding three different prize topics.  Based on that input, we have decided to move forward with the planning of a prize competition focused on care coordination and/or care navigation for people living with AD/ADRD.

NIA has just launched a public comment platform to engage a broader audience in a discussion to advance our planning efforts for a EUREKA prize competition.  As individuals in the Alzheimer's disease (AD) and related dementias (ADRD) communities are aware, navigating the complex US healthcare system can be challenging for people living with these conditions and their caregivers. The goal of this prize competition is to encourage innovation and improve care for people living with AD/ADRD, and we need the community's feedback to make this initiative as impactful and effective as possible.

Specifically, we are seeking feedback from people living with dementia, their family members, caregivers, researchers, advocates, clinicians, technology professionals, and the public – about innovations that could improve care for people living with AD/ADRD through the creation of a widely accessible and innovative technology tool(s) that addresses unmet needs in care coordination and/or care navigation through the health system.

Just Released: NIDILRR 2018 SBIR Phase II Grant Opportunity

The National Institute on Disability, Independent living, and Rehabilitation Research (NIDILRR) has released its FY 2018 SBIR Phase II competition. NIDILRR’s focus is on creating products and services designed to improve the lives of people with disabilities; it is a funding mechanism of the Department of Health and Human Services (HHS) and the Administration for Community Living (ACL), it is not a participating funding institute or center for the National Institutes of Health (NIH).

Only SBIR Phase I grantees awarded in FY 2016 or 2017 are eligible to apply; which also includes Phase I grantees with FY 2016 or FY 2017 funding from another agency to conduct projects that aim to improve the lives of people with disabilities. Other conditions may apply, such as having submitted a satisfactory final report to your Project Officer before a Phase II grant can be awarded. Please be mindful NIDDLR only accepts indirect cost (F&A) rates up to 10% without a prior approval.

Applicants must be small business concerns; foreign entities are not eligible to compete for, or receive, awards made under this announcement.

The next submission deadline for the 2018 HHS SBIR/STTR Omnibus Grant Solicitation is officially two weeks away!

In February, the National Institutes of Health (NIH) SBIR/STTR Program Office hosted two informational webinars discussing the HHS SBIR/STTR PHS 2018-2 Grant Omnibus/Parent Solicitations, with Webinar 1 explaining the Clinical Trials and the New PHS Human Subjects and Clinical Trials Information Form in detail. The slide presentations, webinar recordings, and transcripts are now available for your review

As you prepare your application, it is suggested that applicants review the resources available on our website, including the Application Instructions and Annotated Form Set—both include guided notes, definitions, and instructions to alleviate confusion and provide support in accurately completing and submitting an SBIR/STTR application for NIH and other participating HHS agencies.

Although FORMS and FOAs have changed, the electronic application submission process still requires five registrations (descriptions below) prior to application submission, which can take six to eight weeks to complete.

  1. Dun and Bradstreet Universal Numbering System (DUNS) – All registrations require that applicants be issued a DUNS number. After obtaining a DUNS number, applicants can begin SAM, SBA Company, and eRA Commons registrations.

    Employer Identification Number (EIN) – HHS requires both the EIN and a DUNS number prior to the issuance of a funding award. The EIN base for the organization is the IRS Tax ID number, for individuals it is their social security number, both of which are nine-digit numbers.
  2. System for Award Management (SAM) – SAM can take a significant amount of time (days/weeks) to complete the registration or annual renewal process.
  3. Grants.gov – Grants.gov is a federal-wide portal to find and apply for federal grant funding. It is used by all 26 federal grant-making agencies and requires registration by the applicant organization. The applicant organization will need to designate an E-Business Point of Contact (E-Biz POC). The E-Biz POC will approve Authorized Organization Representatives (AORs) to submit applications.
  4. eRA Commons – eRA Commons is NIH’s Electronic Research Administration system that allows applicants, grantees, and NIH staff to access, share and transmit application/grant information.
  5. SBA Company Registry – All applicants are required to register at the SBA Company Registry prior to application submission and attach proof of registration in the Other Project Information, Other Attachments section of the application.

The content of both webinars focused on the HHS SBIR/STTR PHS 2018-2 Grant Omnibus/Parent Solicitations, with Webinar 1 (February 6) having a more detailed emphasis on Clinical Trials and the New PHS Human Subjects and Clinical Trials Information Form.

On January 16, 2018, the National Institutes of Health (NIH) SBIR/STTR Program released the HHS SBIR/STTR PHS 2018-2 Grant Omnibus/Parent Solicitations; some will require Clinical Trials and others will not allow them. There will also be a transition to FORMS-E, no longer allowing applicants to submit directly to www.grants.gov with a downloaded PDF form package. All HHS SBIR/STTR proposals must only be submitted electronically using NIH ASSIST, Workspace, or a System-to-System alternative.

The 2018 Omnibus (Parent) Grant Solicitations of the NIH, CDC, and FDA are now available for the SBIR and STTR (NIH only) programs.  This issuance also implements new NIH Clinical Trials Policy and FORMS-E transition, as detailed below.

FORMS-E:

With the transition to FORMS-E, applicants can no longer submit directly to www.grants.gov with a single, downloaded PDF form package.  Submission options are:

  1. NIH ASSIST (Application Submission System & Interface for Submission Tracking) - recommended
  2. www.grants.gov Workspace
  3. Your own System-to-System solution

CLINICAL TRIALS:

The NIH definition of a clinical trial can be found here: https://grants.nih.gov/policy/clinical-trials/definition.htm, including a decision tree to assist applicants in determining if their project is a clinical trial here: https://grants.nih.gov/ct-decision/index.htm.

NIH is launching a series of initiatives that are rolling out in 2017-2018 to enhance the accountability and transparency of clinical research. These initiatives target key points along the whole clinical trial lifecycle from concept to results reporting. As a result of these initiatives, ALL applications, including SBIR/STTR, proposing any specific aims that meet NIH's definition of a clinical trial must now be submitted to a Funding Opportunity Announcement (FOA) that specifically states it accepts clinical trials.

These requirements have been implemented in the following four (4) Omnibus parents:

1. PA-18-574 PHS 2018-02 Omnibus Solicitation of the NIH, CDC, and FDA for Small Business Innovation Research Grant Applications (Parent SBIR [R43/R44] Clinical Trial Not Allowed)

3. PA-18-573 PHS 2018-02 Omnibus Solicitation of the NIH for Small Business Innovation Research Grant Applications (Parent SBIR [R43/R44] Clinical Trial Required)

4. PA-18-576 PHS 2018-02 Omnibus Solicitation of the NIH for Small Business Technology Transfer Grant Applications (Parent STTR [R41/R42] Clinical Trial Required)

ACL/NIDILRR SBIR Phase I is Accepting Applications!

The National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) SBIR Phase I Funding Opportunity Announcement is now available on Grants.gov.

Pre-Application Webinar for Regional Technology Transfer Accelerator Hubs for IDeA States (STTR) New

November 6, 2017

The National Institute of General Medical Sciences (NIGMS) will hold a pre-application webinar on Wednesday, November 15, 2017 from 3:00-4:30 p.m. (EST) for the Funding Opportunity Announcement (FOA) RFA-GM-18-001 Regional Technology Transfer Accelerator Hubs for IDeA States (STTR).

NIGMS and CSR staff members involved in this FOA will provide orientation and technical assistance to potential applicants by explaining the goals and objectives objectives of the Regional Technology Transfer Accelerator Hubs for IDeA States initiative and answering questions from attendees.

Potential applicants and partners are encouraged to submit their questions by November 13 to arorak@nigms.nih.gov.

There will be daily workshops focused on strategies and resources for success in the SBIR/STTR Programs, as well as One-on-One Sessions with over 30 HHS Agencies, Institutes, and Offices.

HHS is proud to announce the launch of the  Niche Assessment Program for the 2017-2018 program year. Designed to help small businesses strategically position their technology in the marketplace, Niche provides an in-depth report on potential applications of participants’ technology. All active HHS (NIH, CDC, FDA) SBIR/STTR Phase I awardees and Phase I Fast-Track awardees (by grant or contract) are eligible to apply. Registration is on a first come, first serve basis!

The Niche Assessment Program provides market insight and data that can be used to help small businesses strategically position their technology in the marketplace. The results of this program can help small businesses develop their commercialization plan for their Phase II application, and be exposed to potential partners. Services are provided by Foresight Science & Technology of Providence, RI.

Technology Niche Analyses® (TNA®) are provided by Foresight, for one hundred and seventy-five (175), HHS SBIR/STTR Phase I awardees. These analyses assess potential applications for a technology and then for one viable application, it provides an assessment of the:

  1. Needs and concerns of end-users;
  2. Competing technologies and competing products;
  3. Competitive advantage of the SBIR/STTR-developed technology;
  4. Market size and potential market share (may include national and/or global markets);
  5. Barriers to market entry (may include, but is not limited to pricing, competition, government regulations, manufacturing challenges, capital requirements, etc.);
  6. Market drivers;
  7. Status of market and industry trends;
  8. Potential customers, licensees, investors, or other commercialization partners; and,
  9. The price customers are likely to pay.

Each participant receives an in-depth report of Foresight's findings. The small business can often use this information in their commercialization plan, which is part of their Phase II SBIR/STTR application.

Purpose
It is highly likely that Hurricane/Tropical-Storm Harvey will adversely affect some NIH-applicants’ and recipients’ ability to submit applications or reports on time. When delays occur because the applicant or recipient organization is officially closed due to a natural disaster or other emergency, the NIH will consider accepting applications late, on a case-by-case basis, under the following circumstances:

  • Institutions must submit applications or reports as soon as possible after reopening, not to exceed the number of days the institution was officially closed.
  • Institutions must submit a cover letter with the application, with enough detail about the delay so that NIH staff can make a determination whether circumstances justify accepting the application late.
  • Institutions need not request advance permission to submit late due to a disaster-related delay.

Was that technology developed with a Phase II HHS SBIR/STTR award that was active at any time between August 2012 and August 2017? (Your company does not need to have a currently active award as any HHS Phase II SBIR/STTR award active in the last 5 years would qualify.)

Guide Notice: NOT-OD-17-085 - NIH Implementation of Final Research Performance Progress Reports (Final RPPR) for SBIR and STTR Grants and Cooperative Agreements

July 12, 2017

The National Institutes of Health will replace the SBIR/STTR Phase II Final Progress Report (FPR) with the Final Research Performance Progress Report (F-RPPR) through a new eRA Commons module effective June 30, 2017.

The Research Performance Progress Report (RPPR) is used by grantees to submit progress reports to NIH on their grant awards. In 2012, NIH implemented the annual RPPR, based on a policy memorandum from the Office of Management and Budget and Office of Science and Technology Policy (OSTP) to the heads of executive departments and agencies establishing the uniform RPPR for use by agencies supporting research and research-related activities. The RPPR replaced previous interim performance reporting formats used by NIH and other agencies.

NIH introduced the Final Research Performance Progress Report (F-RPPR) for grant closeout effective January 1, 2017 for many mechanisms. The F-RPPR is used as part of the grant closeout process to submit project outcomes in addition to the information submitted on the annual RPPR, except budget and plans for the upcoming year. However, the F-RPPR was not implemented for SBIR/STTR grants and cooperative agreements as NIH continued technical work to incorporate SBIR/STTR Phase II reporting requirements into F-RPPR format at that time.

Effective June 30, 2017, all SBIR/STTR Phase II final reports must be submitted using the F-RPPR through the NIH eRA Commons.  On or after that date, NIH will no longer accept FPRs for SBIR/STTR grants and cooperative agreements.

Just Released - 2017 HHS SBIR and STTR Omnibus Grant Solicitations  New

2017 SBIR/STTR Omnibus grant solicitations for the NIH, CDC, and FDA are now available! The next submission deadline is September 5, 2017.

The Department of Health and Human Services (HHS) has just released the 2017 Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Omnibus Grant Solicitations! These solicitations will be used by the National Institutes of Health (NIH), Centers for Disease Control and Prevention (CDC), and the Food and Drug Administration (FDA). Note STTR is only available at NIH. You can read more in NOT-OD-17-070 .

The HHS SBIR and STTR Omnibus grant solicitations permit researcher-initiated topics around health, medicine and life science to be submitted for funding consideration. With any specific idea, you should speak directly with a HHS SBIR/STTR program manager around a month BEFORE the deadline to gauge their interest ( https://sbir.nih.gov/engage/ic-contacts).

NIH Matchmaker can be used to conduct keyword searches of a particular topic area to identify NIH Institutes or Centers (ICs) that have previously funded research in that area. Applicants can also search the 2017 Program Descriptions and Research Topics document to identify priority research areas of ICs, or email sbir@od.nih.gov for an SBIR/STTR program manager referral.

National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) SBIR Phase II is Accepting Applications

NIDILRR’s SBIR Phase II is now open and not restricted to NIDILRR grantees only.

This year, the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) SBIR program’s Phase II competition is open to all SBIR Phase I grantees from all federal agencies. There will be an Informational Pre-Application Meeting on May 4, 2017, which you can email Patricia.Barrett@acl.hhs.gov to attend. The final deadline for applications is June 12, 2017, and NIDILRR will fund up to four Phase II awards for up to $575,000 each (total for two years).

New Funding Priorities for the NIH SPARC Program

April 10, 2017

The NIH Stimulating Peripheral Activity to Relieve Conditions (SPARC) program seeks to advance understanding of the neural control of organ function, laying a mechanistic foundation for the next generation of therapeutic closed-loop neuromodulation devices. The SPARC team has released a new funding announcement, soliciting applications to develop new tools to support this mission.

RFA-RM-17-009, Technologies to Understand the Control of Organ Function by the Peripheral Nervous System:

Develop new and/or enhance existing tools and technologies to facilitate high-resolution mapping of peripheral neural circuits. Pre-applications will be accepted on a regular basis, beginning May 1, 2017. Specific priorities for the current receipt date are posted at https://commonfund.nih.gov/sparc/FOApriorities -- future receipt dates will have different priorities based on program needs.

Current priorities include:

  • Quantitative imaging and analysis techniques for PNS and/or organ tissue
  • Contrast agents to identify variability due to individual subject differences in either neuroanatomy or neurophysiology
  • Whole-body imaging of neural tracts (in vivo or ex vivo); the ex-vivo approaches may be destructive or non-destructive to the tissue
  • Fascicular tracing/targeting (biochemical, surgical, and/or viral)
  • Fiber type targeting (biochemical, surgical, and/or viral); this includes plexi, unbundled nerves, and/or vascular nerves
  • Methods to assess blood flow within microvasculature of nerves and ganglia. Of particular interest are methods that can observe blood flow under electrodes.
  • Non-invasive imaging tools to locate and characterize isolated ganglia and/or nerve branches
  • Organ preparation and/or methods to image neural junctions/terminals in an organ of interest
  • Phantoms to support development of new imaging technologies for neuroanatomy
  • Computational models to assess safety limits of stimulation and/or blocking of neural activity (e.g. biophysics and regulatory science for neural interfaces)
  • Computational models of neuromodulation that incorporate variability due to individual subject differences
  • Biophysical models of electrical, infrared, or ultrasonic neuromodulation that predict methods for selectively activating or blocking specific fiber types and locations. These computational models should be predictive of side effects (i.e. other fibers that may be activated or blocked).
  • Surgical tools to safely find and/or access nerves, fascicles, and or ganglia/plexi (e.g. imaging, protocols, etc)
  • Surgical phantoms
  • Real-time in-vivo methods to determine if the PNS is damaged during surgery
  • Methods to repair PNS damage after implant of a neural interface
  • Adaptation and safety testing of existing systems to neuromodulate the PNS or for assessment of end-organ function in large animal models. Must be on a translational pathway towards human use
  • Biosensors to detect end-organ function biomarkers. Applicants are strongly encouraged to develop their concept in conjunction with a currently funded SPARC investigator
  • Methods to identify and understand chronic PNS tissue damage after implant of a neural interface
  • New approaches to neuromodulate the PNS that are inherently safe, have high specificity (temporal, spatial, fiber type), and are minimally or non-invasive. Blocking must be reversible. Potential approaches might include biologically derived methods to interface with the PNS in vivo, such as artificial biologic constructs, hydrogel-encapsulated cells, or engineered tissue grafts.
  • Multi-modal (e.g. optogenetic and electrical) neural interfaces that provide greater specificity than a single-mode interface.

The Illuminating the Druggable Genome (IDG) Program is now Accepting Applications!

January 5, 2017

New Funding Opportunities for the IDG Implementation Phase!

 

Launched in 2014, the NIH Common Fund’s Illuminating the Druggable Genome (IDG) Program enables researchers to explore understudied proteins with the potential to be modified by medicines. IDG aims to catalyze the discovery of novel biology, with a particular focus on understudied members of the protein kinase, ion channel, and non-olfactory G-protein-coupled receptor (GPCR) families. The program is funded by National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), National Center for Advancing Translational Sciences (NCATS), and National Cancer Institute (NCI): https://commonfund.nih.gov/idg/index.

IDG is now soliciting applications to be part of the IDG consortium. Note these are not SBIR/STTR solicitations, but small businesses are eligible and encouraged to apply. The program plans to allocate $54 million to advance research through the development, broad dissemination, and use of community scientific resources to study human proteins for which publicly available information or active research is lacking. Applications are due March 14, 2017. The protein targets that will be the initial focus of the IDG consortium can be found here.

Ever heard of NIDILRR - the National Institute on Disability, Independent Living, and Rehabilitation Research?

NIDILRR is a small HHS agency with an important mission – to improve the lives of people with disabilities. NIDILRR focuses on generating new disability and rehabilitation knowledge and promoting its use and adoption. NIDILRR is located within the Administration for Community Living (ACL) in the U.S. Department of Health and Human Services.

NIDILRR is now accepting SBIR Phase I applications! If you are developing a device or service that can improve the lives of people with disabilities, learn how NIDILRR SBIR funding can help.

Each year, NIDILRR’s SBIR program funds up to ten Phase I feasibility (or proof-of-concept) projects. This year the Phase I funding is for approximately six months (for up to $100,000 each). After completion of the Phase I stage, most of these businesses can compete for Phase II awards. Phase II awards can last up to 24 months for a total of up to $575,000.

NIDILRR’s SBIR program is unique among all other SBIR programs in that it focuses solely on products and services that benefit the lives of people with disabilities. This program funds research and development projects that propose a sound approach to the investigation of an important education, assistive technology, science, or engineering question or problem.

The Niche Assessment Program for HHS SBIR/STTR Phase I Awardees Has Launched

HHS is proud to announce the launch of the Niche Assessment Program that is designed to help small businesses strategically position their technology in the marketplace through an in-depth report on potential applications of a technology. All active HHS (NIH, CDC, FDA) SBIR/STTR Phase I awardees and Phase I Fast-Track awardees (by grant or contract) are eligible to apply. Registration is on a first come, first serve basis!

The Niche Assessment Program provides market insight and data that can be used to help small businesses strategically position their technology in the marketplace. The results of this program can help small businesses develop their commercialization plan for their Phase II application, and be exposed to potential partners. Services are provided by Foresight Science & Technology of Providence, RI.

Technology Niche Analyses® (TNA®) are provided by Foresight, for one hundred and fifty (150), HHS SBIR/STTR Phase I awardees. These analyses assess potential applications for a technology and then for one viable application, it provides an assessment of the:

  1. Needs and concerns of end-users;
  2. Competing technologies and competing products;
  3. Competitive advantage of the SBIR/STTR-developed technology;
  4. Market size and potential market share (may include national and/or global markets);
  5. Barriers to market entry (may include, but is not limited to pricing, competition, government regulations, manufacturing challenges, capital requirements, etc.);
  6. Market drivers;
  7. Status of market and industry trends;
  8. Potential customers, licensees, investors, or other commercialization partners; and,
  9. The price customers are likely to pay.

Each participant receives an in-depth report of Foresight's findings. The small business can often use this information in their commercialization plan, which is part of their Phase II SBIR/STTR application.

I-Corps at NIH Program

NIH is offering this entrepreneurial training program across the NIH and CDC to support SBIR/STTR funded academic researchers and small businesses to accelerate the translation of innovations from the lab to clinical practice.

The I-Corps™ at NIH is modeled after the successful I-Corps™ at NSF and will be leveraged to support biomedical innovation and translation, with the goal of expediting the development, detection, and therapeutic technologies for the leading causes of death and disability in the United States. I-Corps™ participants will receive capacity building and entrepreneurial trainings, mentorship opportunities, as well as modest funding to assist them in translating their ideas from the lab into a viable product on the market and to help them avoid common failure points.

Does your small business need assistance in commercializing its HHS SBIR/STTR-funded technology?

Was that technology developed with a Phase II HHS SBIR/STTR award that was active at any time between August 2011 and September 9, 2016? (Your company does not need to have a currently active award as any HHS Phase II SBIR/STTR award active in the last 5 years would qualify.)

If your answers to both these questions is “Yes,” then your company should read below and consider applying to the NIH Commercialization Accelerator Program (CAP). The NIH Commercialization Accelerator Program (CAP) (previously known as the Commercialization Assistance Program) is designed to help HHS SBIR and STTR Phase II awardees transition their SBIR and STTR developed products into the marketplace. Through a contract with Larta Inc. of Los Angeles, California  exit disclaimer icon , the CAP will provide early stage companies with individualized assistance toward accomplishing their commercialization goals. The CAP helps small businesses evaluate their commercialization options based on their specific technologies (including the need and prospect for investment, strategic partnerships, or licensing) and helps them develop a solid market-entry plan covering an 18-month period.

CAP is customized to meet the needs of participating companies in three distinct tracks: the Commercialization Transition Track (CTT) for emerging companies; and the Advanced Commercialization Track (ACT) and the Regulatory Training Track (RTT) for seasoned companies. The CAP's eighty (80) available slots will be distributed between the three tracks.

The 2016-2017 CAP Application Portal has just launched, and eligible companies may now apply to participate by completing a short online application that should take an average of no more than 30-60 minutes to fill-out.

The next HHS SBIR/STTR application deadline is less than one month away on Tuesday, September 6, 2016, at 5 pm local time. Plan to submit your application several days before the deadline to ensure electronic submission errors do not keep you from being funded. Read more about the process on our Electronic Submission Page. Note the standard SBIR/STTR deadline of September 5th falls on a Federal holiday, so the deadline is shifted to September 6th.

The National Institute of Allergy and Infectious Diseases (NIAID) is partnering with the University of Texas San Antonio (UTSA) and the University of Texas Health Science Center at San Antonio (UTHSCSA) to organize a regional NIH multi-Institutes (NIAID/NCI/NIBIB/NIGMS) SBIR/STTR small business workshop in the south-central region of Texas (September 7 & 8, 2016).

The purpose is to prepare current and next-generation of biomedical entrepreneurs to compete in the SBIR/STTR programs. Representatives from these Institutes will attend:

  • National Institute of Allergy and Infectious Diseases (NIAID)
  • National Cancer Institute (NCI)
  • National Institute of Biomedical Imaging and Bioengineering (NIBIB)
  • National Institute of General Medical Sciences (NIGMS)

In addition to informing the attendees about the NIH SBIR/STTR programs as a unique career opportunity in biomedical entrepreneurship and commercialization, the workshop will provide the knowledge and guidance needed to apply for SBIR/STTR grants. It will also address NIH SBIR/STTR policies and regulations.

The next HHS SBIR/STTR application deadline is less than two months away on The next HHS SBIR/STTR application deadline is less than two months away on Tuesday, September 6, 2016 at 5 pm local time. (Note – the standard deadline falls on September 5, a federal holiday, so the revised deadline is September 6).

Make sure you are registered! The 5-step registration process may take 6 – 8 weeks, so it is important to start now. All registrations must be completed prior to the application being submitted, and the System for Awards Management (SAM) registration must be updated annually. Learn more about the five required registrations, here.

Don’t be shy - speak to an HHS SBIR/STTR Program Manager! It is critical for success that all applicants speak to a program manager before submitting! You should send the program manager a non-confidential abstract or executive summary of your research topic, including a description of your technology, which may include your specific aims. After you connect via email, you and the program manager may decide to set up a call to discuss your application in more detail. For questions about who to contact, please email sbir@od.nih.gov.

ASSIST vs. Downloadable Forms. You may submit your application using ASSIST or the Downloadable Forms method, starting on March 5, 2016. September 6, 2016 is the next deadline.

Note: the standard SBIR/STTR due date of September 5th falls on a Federal holiday, so the deadline for SBIR/STTR will be September 6th at 5 pm, your local time.

The Department of Health and Human Services (HHS) has just released the 2016 Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Omnibus Grant Solicitations! These solicitations will be used by the National Institutes of Health (NIH), Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA) and the Administration for Children and Families (ACF). Note STTR is only available at NIH. You can read more in NOT-OD-16-103.

The HHS SBIR and STTR Omnibus grant solicitations permit researcher-initiated topics around health, medicine and life science to be submitted for funding consideration. With any specific idea, you should speak directly with a HHS SBIR/STTR program manager around a month BEFORE the deadline to gauge their interest.

NIH Matchmaker can be used to conduct keyword searches of a particular topic area to identify NIH Institutes or Centers (ICs) that have previously funded research in that area. Applicants can also search the 2016 Program Descriptions and Research Topics document to identify priority research areas of ICs, or email for an SBIR/STTR program manager referral.

The 2016 SBIR/STTR Omnibus solicitations and accompanying resources can be found below:

Standard Application Due Dates: September 6, 2016; January 5, 2017; and April 5, 2017.

Life Science Incubator Funding Available via the Growth Accelerator Fund

The U.S. National Institutes of Health (NIH) is pleased to work with the U.S. Small Business Administration (SBA) to announce a third round of the Growth Accelerator Fund competition. In 2016, winners of the contest will receive $50,000 prizes to support their accelerator. Funding will be available to support new and existing life science and health focused incubators with an SBIR/STTR focus. Special consideration will be given to accelerators that support women-owned and/or minority-owned small businesses.

The competition is managed by SBA and judges will give particular attention to applicants that fill geographic, industry, and economic gaps in the accelerator and entrepreneurial ecosystem space (ie: fewer conventional sources of capital like venture capital and other investors). The winners of this year's contest must demonstrate the ability to raise (or have plans to raise) a 4 to 1 match (1 to 1 for Native American accelerators) of prizes awarded. This match can be in the form of cash, in-kind donations, or sponsorships.

For this contest, "accelerators" are defined as: organizations which provide networking opportunities, mentorship, space (can be physical or virtual) and sometimes equity to start-ups. Smart SBIR and STTR Applicants Submit Early.  

The next HHS SBIR/STTR application deadline is less than one month away on Tuesday, April 5, 2016, at 5 pm local time. Plan to submit your application several days before the deadline to ensure successful electronic submission. Read more about the process on our Electronic Submission Page

HHS will reissue the SBIR/STTR Omnibus solicitations after they expire on April 6, 2016. The new SBIR/STTR Omnibus Solicitations for FY 16 will be reissued well before the next deadline on September 5, 2016. 

Submit via ASSIST. 
ASSIST helps streamline the electronic submission process, and reduce applicant errors. Try submitting with ASSIST before the April 5th deadline! Have questions? View the ASSIST webinar materials for details.

Developing a technology to improve the lives of people with disabilities?
NIDILRR can help

Ever heard of NIDILRR - the National Institute on Disability, Independent Living, and Rehabilitation Research? 

NIDILRR is a small HHS agency with an important mission – to improve the lives of people with disabilities. NIDILRR focuses on generating new disability and rehabilitation knowledge and promoting its use and adoption. NIDILRR is located within the Administration for Community Living (ACL) in the U.S. Department of Health and Human Services. 

NIDILRR is now accepting SBIR Phase I applications! If you are developing a device or service that can improve the lives of people with disabilities, learn how NIDILRR SBIR funding can help.  

Each year, NIDILRR’s SBIR program funds up to ten Phase I feasibility (or proof-of-concept) projects for approximately six months (for up to $75,000 each). After completion of the Phase I stage, most of these businesses can compete for Phase II awards. Phase II awards can last up to 24 months for a total of up to $575,000.

NIDILRR’s SBIR program is unique among all other SBIR programs in that it focuses solely on products and services that benefit the lives of people with disabilities.  This program funds research and development projects that propose a sound approach to the investigation of an important education, assistive technology, science, or engineering question or problem.

Speak to an HHS SBIR/STTR program manager today about your application

April 5 is the next HHS SBIR/STTR standard deadline! 
Talk to an HHS SBIR/STTR program manager today for advice.

The next HHS SBIR/STTR application deadline is less than two months away on Tuesday, April 5, 2016 at 5 pm local time. 

Make sure you are registered! The 5-step registration process may take 6 – 8 weeks, so it is important to start now. All registrations must be completed prior to the application being submitted, and the System for Awards Management (SAM) registration must be updated annually. Learn more about the five required registrations, here.

Speak to an HHS SBIR/STTR Program Manager. As the deadline approaches, program managers get extremely busy. Applicants should plan to reach out to program managers now to ensure they can speak with them before submitting. You should send the program manager a non-confidential abstract or executive summary of your research topic, including a description of your technology, which may include your specific aims. After you connect via email, you and the program manager may decide to set up a call to discuss your application in more detail. For questions about who to contact, please email sbir@od.nih.gov

ASSIST vs. Downloadable Forms. You may submit your application using ASSIST or the Downloadable Forms method, starting on March 5, 2016.
