Russia - Russian Federation SCADA/ EMS
(TA)
USTDA
authorized the European Bank for Reconstruction and
Development (EBRD) to use $120,340 from its Evergreen Trust
Fund at the bank for the purpose of providing funding for a
consultant that will provide technical assistance concerning
the technical review of tender documents for the Supervisory
Control and Data Acquisition/Energy Management System
(SCADA/EMS) project in Russia. Unified Energy System of
Russia (RAO UES) is the world's largest integrated electric
power utility enterprise. The Russian System Operator,
OAO SO-CDU (SO-CDU), for RAO UES has applied to EBRD for
procurement and installation financing for a modern SCADA/
EMS. The new SCADA/EMS will be used to provide detailed
transmission feedback and generation plant status information
to the grid dispatchers, and to monitor and record the
operations of the Wholesale Electricity Market by supplying
real time data and analytical services. The SCADA/EMS
will be structured in hierarchical levels, with a central site
in Moscow coordinating the energy transmission throughout
Russia using data from seven regional SCADA/EMS centers.
The objective of this technical assistance will be to provide
technical support to review technical specifications of the
tender, mitigate the risk of misprocurement and mitigate the
risk of delays in the
project. USTDA No.:
