Section VII: USTDA-Assisted Multilateral Development Bank (MDB) Funded Projects

USTDA provides support to Multilateral Development Banks (MDBs) such as the World Bank, the European Bank for Reconstruction and Development (EBRD), and others. This broadens our ability to identify projects with viable export potential for U.S. firms.

Bosnia & Herzegovina - Air Traffic Management Audit (TA)

This technical assistance is being funded via USTDA's Evergreen Trust Fund at the European Bank for Reconstruction and Development, who intend to finance this project.  The technical assistance will allow for a third party to review and
validate the information, data, findings, and recommendations of Bosnia's strategy for a new Air Traffic Management (ATM) system.  The technical assistance will also monitor the project from the tender and implementation phases through project completion; recommend an optimal solution for Bosnia and Herzegovina's ATM system that will allow Bosnia and Herzegovina to regain control of its airspace.  The overall objective of the assignment is to facilitate the timely and
effective implementation of the project through assistance and advice on procurement, contract administration, works and installation supervision, as well as the reporting obligations under the loan.

Russia - Russian Federation SCADA/ EMS (TA)

USTDA authorized the European Bank for Reconstruction and Development (EBRD) to use $120,340 from its Evergreen Trust Fund at the bank for the purpose of providing funding for a consultant that will provide technical assistance concerning the technical review of tender documents for the Supervisory Control and Data Acquisition/Energy Management System (SCADA/EMS) project in Russia.  Unified Energy System of Russia (RAO UES) is the world's largest integrated electric power utility enterprise.  The Russian System Operator, OAO SO-CDU (SO-CDU), for RAO UES has applied to EBRD for procurement and installation financing for a modern SCADA/ EMS.  The new SCADA/EMS will be used to provide detailed transmission feedback and generation plant status information to the grid dispatchers, and to monitor and record the operations of the Wholesale Electricity Market by supplying real time data and analytical services.  The SCADA/EMS will be structured in hierarchical levels, with a central site in Moscow coordinating the energy transmission throughout Russia using data from seven regional SCADA/EMS centers.  The objective of this technical assistance will be to provide technical support to review technical specifications of the tender, mitigate the risk of misprocurement and mitigate the risk of delays in the project.
