National Security Coordination

The FHWA works jointly with the Military Traffic Management Command Transportation Engineering Agency (MTMCTEA) in a cooperative effort to address a range of defense transportation issues.  This effort is based on the premise that, during a national securityMilitary Convoy emergency, the military must be able to move personnel and equipment from an installation to its designated port of embarkation in an expedient and efficient manner.  The strategic routes used for these movements are defined as Strategic Highway Network (STRAHNET) routes and connectors.  Within the STRAHNET, special emphasis is being given to those highways and bridges that provide mobilization support for a number of key military installations known as Power Projection Platforms (PPP).

One of the objectives of the FHWA/MTMCTEA work effort is ensure that States have adequate procedures to support defense movements during national security emergencies.  The following guide has been develop to support this objective, "Military Deployment Coordination Procedures Guide for State Agencies PDF 2.61MB".
