Designation:
Human Resources Technology Council
Objectives
and Scope: The Human Resources Technology Council (HRTC) will
operate at the corporate level as a guiding body on Governmentwide
HR Information Technology (IT) issues affecting personnel and payroll.
Specifically,
the Council will serve as the principal advisory body on Federal
HR system modernization efforts, relevant policy issues, and business
process evaluation, improvements and redesign.
The
Council will promote cooperatively developed systems and operations
as encouraged by the Clinger-Cohen Act of 1996.
Working
groups will be formed, as needed, to address specific issues and
report back to the Council.
Membership:
The Council will consist of the following (principals only):
HR Director from each Department and major Agency (HRMC Executive
Committee).
Chief information technology decision maker (CIO, CFO or
equivalent) from each Department and major Agency.
HR and IT officials representing small agencies.
OPM Associate Directors
Key OMB representatives.
Key CFO and CIO Council representatives.
Leadership:
OPM Co-Chair, Sandra Payne, Director of Strategic Planning and Performance Reporting; and Agency Co-chair, Kay Frances Dolan, Deputy Assistant Secretary for Human Resources at the Department of Treasury.
Administrative
Support: OPM will provide the Council with administrative and
other necessary support.
