Official Personnel Folder Data Dictionary

Before a Governmentwide system of personnel records can be developed, the data elements for such a system must be defined. Another early HRTC project was to develop a common dictionary defining the nature and specifications for data elements to be used in long-term Official Personnel Folder (OPF) documents. A workgroup of agency representatives sponsored by the HRTC volunteered many hours to overcome the disparate complexities and processes of HR recordkeeping that built up among separate Federal agencies for more than 50 years.

The HRTC working group delivered the completed Official Personnel Folder Data Dictionary in December 1998. Download in Adobe Acrobat (PDF) format here:
