In 2001, President George Bush established the National Energy Policy Development Group, directing it to "develop a national energy policy designed to help the private sector, State and local governments, promote dependable, affordable, and environmentally sound production and distribution of energy for the future." The outcome of this group's effort was a report and recommendations that "envisions a comprehensive long-term strategy that uses leading edge technology to produce an integrated energy, environmental and economic policy," the
