Ms. Barbara James joined the Office on Women's Health (OWH), Division of Program Management, in September 2000 as a Senior Program Analyst and Director of the National Community Centers of Excellence in Women's Health (CCOE) program. Ms. James is an experienced and knowledgeable health administrator with expertise in several areas of importance to the mission of OWH. She has served as the Associate Director of Health Education and Development at the Howard University Center for Sickle Cell Disease, a Research Assistant at the Wayne Miner Neighborhood Health Center, and Project Director and Associate Project Director of numerous federally-funded research projects addressing such issues as counseling at-risk couples, child abuse and neglect, retention of minorities in undergraduate and graduate science programs and health professional programs, aid to families with dependent children, and independent and prepaid health insurance programs. Because of her vast experience, she has been a consultant to or a member of numerous federal and private organization boards, working groups, and planning committees.

Prior to joining the OWH, Ms. James spent a little over 14 years at the National Heart, Lung, and Blood Institute, National Institutes of Health, where she served as the Minority Program Health Specialist. In that position she was responsible for developing and implementing new minority-focused research, training, and outreach programs and for providing leadership and coordination for the Institute's established minority programs and activities.

Ms. James is a graduate of the University of Michigan School of Public Health where she received her M.P.H. in Population Planning and Maternal and Child Health.
