NEW HORIZONS HUMANITARIAN ASSISTANCE PROGRAM
New Horizons is a long-term U.S. Southern Command-sponsored program,
which began, in the mid 1980's. It was intended to train U.S. military
engineering, medical, and support staff personnel and keep them operating
at peak effectiveness. Originally designed for the Bahamas, Bolivia,
Dominica, Guatemala, Honduras, and St. KittslNevis, the program was
expanded in 1998 to aid in reconstruction efforts after the devastation of
Hurricanes Georges and Mitch. With this expansion, some of the most
affected countries received aid via New Horizons. The countries of EI
Salvador, Belize, Grenada, Antigua- Barbuda, Jamaica, Trinidad-Tobago,
Haiti and Nicaragua all hosted U.S. troops in their humanitarian
reconstruction and relief effort.
The majority of personnel involved in the exercises are reservists from
around the United States who travel to the above listed countries in two
week shifts, polishing their skills and aiding the poor and distressed
people of these once devastated regions.
The memory of Hurricanes Mitch and Georges has faded with the scars
left by their destruction, and life has slowly returned to a sense of
normalcy as the people piece together their lives in these remote areas.
Even as the destruction, which prompted New Horizon’s expansion, begins to
fade, U.S. dedication to improving the health and quality of life in these
underdeveloped regions through exercises like New Horizons remains strong.
Representative of this dedication is the proactive stance that the U.S.
has taken in initiating humanitarian projects with its neighbors
throughout the Western Hemisphere

New Horizons 2005
- NH 05 is combined with civic-military exercise that will be executed between January and June 2005 in the Department of Chinandega, Somotillo and Villanueva municipalities. It will consist of constructing 2 schools, 5 clinics and providing medical and veterinary care during three 10-day missions.
