Goal for Hiring Individuals With Disabilities

USDA has a goal of hiring 9,000 individuals with disabilities during the period from October 1, 2000 to September 30, 2005. This was mandated by Executive Order 13163 signed by President Clinton. The REE mission area goal is to hire 819 employees with disabilities by the end of fiscal year 2005.

Goal for Hiring Hispanics

Executive Order 13171 calls on Federal agencies to improve the recruitment and career development of Hispanics in the Federal government. This can be accomplished by improving outreach efforts to increase the number of Hispanic candidates and to promote participation of Hispanic employees in management, leadership, and career development programs. This executive order was signed on October 12, 2000. At that time, Hispanics made up only 6.4 percent of the Federal civilian workforce, roughly half of their total representation in the civilian labor force.

Baby Boomer's Bail Out

Did you know that every seven seconds another baby boomer turns fifty? The baby boomers are people born between 1946 and 1964. According to a report prepared for the U.S. Department of Labor, by the year 2005 there will be about 55 million workers 45 and older, or about 37 percent of the labor force. Many of the baby boomers are under the Civil Service Retirement system and would be eligible for retirement at the age of 55. Managers need to be aware of the number of employees who are eligible to retire when they are projecting vacancies.

 

Student Loan Repayment Program

The Federal student loan repayment program permits agencies to repay federally insured student loans as a recruitment or retention incentive for candidates or current employees of the agency. This program authorizes agencies to set up their own student loan repayment program to attract or retain highly qualified employees. The Student Loan Repayment Plan memorandum dated May 22, 2002, from the Director, Human Resources Division outlines REE's Student Repayment Plan and authorizes its immediate use . The Policy and Procedures 412.5 is being revised to incorporate this new recruitment/retention incentive. Until this revision is complete, the Student Loan Repayment Plan memorandum will serve as the official guidance for REE.
